白海豚認股者的聲音-民眾參與環境行動的看法

Abstract

本研究欲瞭解參與「全民來認股 守護白海豚」行動之認股者基本資料,並分析認股者在參與環境行動的看法。研究方法以內容分析法,針對網路認股的留言資料進行內容分析,試圖瞭解認股者加入行動時的觀點。首先探討並參考國內外相關文獻及徵詢專家意見,以建立本研究主題分析類目,再根據類目對認股人的留言內容進行量化分析。研究結果如下: 一、參與網路認股的民眾中,女性比男性高出近19%。 二、民眾參與行動高峰為2010年3月至7月間,近八成群眾在此時間參與;而宣布國光石化不在彰化設廠後,還有超過2.5%(1,225人)的認股人參與,顯示部分認股人對於反國光有其他期待。 三、認股者得知認股行動消息來源前三為民間團體、親朋好友、各網站宣傳。 四、認股人平均購地願付金額為52.2股(6,212元),將認股數分組,有74.8%認股人之認股數為1至10股(119元至1,190元)比例最高。 五、本研究針對認股人對行動看法分四類主題:「行動保護環境」、「反對開發的理由」、「支持認股行動」、「行政聯繫」。整體留言提及次數最多的是對於「支持認股行動」中對整體活動或不特定對象打氣鼓勵的話;其次為「行動保護環境」中物種保存相關概念、第三為「行動保護環境」中保護家為由。 六、不同性別的認股人留言差異狀況,關注環保的政治面向男性比女性多,而關注物種保存議題及整體行動則為女性比男性多的情況。 本研究最後根據研究結果,分別對政府、環境團體及後續研究者提出相關建議,以供參考。
In 2010, in response to proposed plans for a Kuo-Kuang Petrochemical plant which encroaches on the habitat of the critically endangered Taiwan White Dolphin, local environmental groups launched an online public offering of virtual shares with the intention to establish a national trust fund to protect this important habitat. The general public was encouraged to sign up for the shares and indicate the number of shares they are willing to pay for should the trust fund be established in the near future. The purpose of this research was to analyze participant demographics and discuss their perceptions of this environmental action. The method of this research was content analysis based on information gathered during the online public offering as well as contents of messages posted by participants. Firstly, both foreign and local literature was reviewed and experts were consulted in order to identify the themes to be analyzed. Messages left by participants were then categorized according to these themes and quantified. The results of the research are as follows: 1. Among the participants, females outnumbered males by 19%. 2. Nearly eighty percent of all participants joined the online environmental action from March to July in 2010, upon announcement that the Kuo-Kuang Petrochemical Project will not proceed, a further 1,225 individuals, amounting to 2.5% of the total participants, joined the action. 3. Participants were first introduced to the action through the following sources(the top three sources)– 1)non-government organizations, 2)family and friends and, 3)online publicity. 4. Among participants who indicated interest in the shares, willingness to pay amounted to an average of NTD 6,212, equivalent to 52.2 shares. The majority of participants (74.8%) were willing to pay between NTD 119 to NTD 1,190, equivalent to 1-10 shares. 5. Contents of participant messages was divided among nine main categories, of which most messages fell under four categories, namely 1) to protect the environment, 2) to oppose the development project, 3) to support the environmental trust public offering campaign, and 4) administrative enquiries. Under the nine main categories, responses were further divided into 21 subcategories. Of these, the top three categories were 1) words of encouragement for this movement, 2)calls to save the species and 3) calls to save our homeland. 6. With regards to gender, males are more inclined to indicate their displeasure with the government for supporting the development project and recommend more environmental trust movements. Females are more inclined to express desire to save the species; express their willingness to assist in the action and recommends more publicity. Based on the results of this study, some suggestions have been proposed as a reference for government, non-governmentorganizations, and future researchers.
