七美嶼永續發展策略研究:里海模式之應用

Abstract
全球面臨海洋環境被破壞、海洋資源枯竭等問題。世界各國召開了各種會議以及達成共識來保護海洋。本研究透過「里海」的概念,探討如何透過人海互動提升生物多樣性以及當地的生產力,建構一個人類可以與海洋共生的健康關係。澎湖七美做為一個海島地區,鄰近有著名的南淺漁場,是魚類聚集之地,漁業環境相當優渥,沿海漁業豐富。但由於過去人類不永續的對待海洋資源,使沿岸海域生態受到嚴重破壞,如今在平和村設立海洋保護區,希望透過保育區讓生物得以恢復,同時在地社區居民組成巡守隊進行保育區巡守與科學調查。本研究以七美平和村與南港村為研究場域,探討保育區及珊瑚礁生長的地區,透過導引式訪談對當地八位村民進行訪談,研究結果得出目前七美里海模式的現況、七美在永續發展上的困境,以及該如何用里海的概念幫助七美嶼邁向永續發展。
The global community faces critical challenges including marine environmental degradation and the depletion of ocean resources. Various international conferences have been convened and consensus reached among nations worldwide to protect marine ecosystems. This study employs the concept of"Satoumi" to explore how human-ocean interactions can enhance biodiversity and local productivity, thereby establishing a sustainable relationship where humans can coexist harmoniously with marine environments.Qimei Island in Penghu, as an oceanic island territory, is situated adjacent to the renowned Nanqian Fishing Ground, which serves as a significant aggregation site for marine species and provides exceptionally favorable fishery conditions with abundant coastal fishery resources. However, due to historical unsustainable exploitation of marine resources by human activities, the coastal marine ecosystems have suffered severe degradation. Currently, a Marine Protected Area (MPA) has been established in Pinghe Village with the objective of facilitating ecological restoration through conservation measures. Concurrently, local community residents have formed patrol teams to conduct conservation area monitoring and scientific investigations.This research focuses on Pinghe Village and Nangang Village in Qimei Island as the study sites, examining conservation areas and coral reef habitats. Through guided interviews with eight local villagers, this study investigates the current status of the Satoumi model in Qimei, identifies the challenges facing sustainable development in Qimei, and explores how the Satoumi concept can facilitate Qimei Island's transition toward sustainable development.
