Abstract
本研究旨在探討新北市市立高中學校人員知覺新北市高級中等學校評鑑符合美國教育評鑑標準聯合委員會(JCSEE)四項「方案評鑑標準」─效用性、精確性、適切性、可行性的情形。本研究採訪談法,選擇107學年度後參加學校評鑑的4所學校,包含市立高中、私立高中、市立技術型高中及私立技術型高中,以立意抽樣選取校長、行政人員及教師3種身份的學校人員,共計12位進行訪談,據此分析與歸納以下研究結論:一、 學校人員知覺學校評鑑能協助改善,惟其對評鑑的態度及其與評鑑委員的互動會影響效用性的知覺,且期待主管機關能再次溝通評鑑目的,並加強評鑑結果的應用。二、 學校人員知覺學校評鑑採多角檢證可提高精確性,惟教育現場的多元複雜性,以及問卷調查限制影響所知覺的精確性,同時期待佐證資料與價值判斷能更明晰。三、 學校人員知覺實地訪評流程能合乎倫理與法治,過程也能尊重人員權益與隱私,惟佐證資料的系統平臺資訊安全疑慮恐會影響所知覺的適切性,以及期待評鑑程序能更明確且充分說明四、 學校人員知覺實地訪評流程與資訊系統平臺的設計能提高學校評鑑可行性,惟也受到學校行政人員的穩定性所影響,並期待增加實地訪評辦理的彈性。
This study aims to examine the perceptions of New Taipei municipal senior high school staff regarding the compliance of the New Taipei City senior high school evaluations with the four Joint Committee on Standards for Educational Evaluation (JCSEE) program evaluation standards - utility, accuracy, propriety, and feasibility. Interviews were conducted with a total of 12 school personnel, including principals, administrative staff and teachers, selected on the basis of purposive sampling among four schools, including municipal high schools, private high schools, municipal technical high schools and private technical high schools, that participated in the school evaluation after the 2018 school year, on which the following conclusions are analyzed and summarized:1. School personnel were aware that school evaluations could contribute to improvement, but their attitudes towards the evaluations and their interactions with the evaluators affected the perception of utility, and they expected the authorities to re-communicate the purpose of the evaluations and to step up the application of the results.2. School personnel perceived that the accuracy of the school evaluation could be raised by multifaceted validation, but the diversity and complexity of the educational setting and the limitations of the questionnaires undermined the perceived accuracy, while expecting that the supporting data and value judgements could be clearer.3. School personnel were aware that the site visit and interview process was ethical and lawful and that the process respected the rights and privacy of personnel, but were concerned that the security issues of the supporting data system platform might have a bearing on the perceived propriety and they expected that the assessment procedures would be more explicit and adequately described.4. School staff felt that the design of the site visit and interview process and information system platform would boost the feasibility of school assessments, but was also influenced by the stability of school administrators and looked forward to increased flexibility in the conduct of site visits and interviews.
