Abstract
本研究目的從觀光與社區營造之角度切入，探討西川町社區營造的現況、困境與未 來方向。使用半結構式深度訪談法訪問九位和本研究主題最為相關的人士，並以文件分 析法蒐集西川町觀光社區營造相關的文獻與媒體報導。研究結果顯示，西川町的觀光社 區營造主要透過西川町綜合計畫及觀光願景兩個計畫來發展，包括長期性趨勢觀察，和 依據市場行銷之策略性事業發展。自 1954 年西川町成立以來，工業和農業一直是主要 產業，但由於高度經濟成長，使得這些產業在當地變得無利可圖。此後，西川町利用其 自然資源，如月山爬山和夏季滑雪，開始觀光社區營造。西川町 2012 年與山形大學， 2013 年與國立臺灣師範大學簽訂了產學合作。在與大學合作推展社區營造過程中，利用 西川町的自然資源，啟動了以運動為導向的觀光社區營造。運動作為觀光資源在觀光社 區營造中發揮了重要作用，透過運動觀光活動活絡了西川町的觀光和社區營造。
From the perspective of community development through tourism, this study explores the current situation, dilemmas, and future directions of Nishikawa town, Yamagata prefecture, Japan. A semi-structured in-depth interview method was used to interview nine stakeholders who participated in the community development of Nishikawa town through tourism, and a documentary analysis method was used to collect literature and media reports related to Nishikawa Town's community development through tourism. The results of the study revealed that the community development through tourism in Nishikawa Town was initiated by two programs: the Nishikawa town Comprehensive Plan and the Tourism Vision, including a long-term observation of trends and strategic business development based on marketing. Since the establishment of Nishikawa Town in 1954, industry and agriculture have been the main industries, but the high economic growth, has made these industries unprofitable in the area. Since then, Nishikawa Town has started to develop a tourist community by using its natural resources, such as Gassan Mountain climbing and summer skiing. In 2012, Nishikawa Town signed University-Industry partnership with Yamagata University and in 2013 the National Taiwan Normal University. In the process of community creation in cooperation with the universities, a sports-oriented tourist community development was initiated using the natural resources of Nishikawa Town. Sports play an important role in the creation of a tourist community as a tourism resource, and through sports tourism activities, the tourism and community development of Nishikawa Town have been revitalized.
