Abstract

因為人口結構高齡化與都會區屋齡偏高所造成的「人屋雙老」現象,高齡友善住宅成為營造促進活躍老化之高齡友善城市的重要環節之一。目前休閒服務已成為高齡友善住宅的重要服務環節,本研究以「休閒能力模式」作為理論基礎,融入「服務創新」為研究架構,彙整專家學者之意見觀點提擬理想休閒服務模式,期盼可作為高齡友善住宅規劃完善休閒服務的有利參考。研究發現高齡友善住宅之休閒服務目的除滿足住民的服務期待外,更希望幫助其活躍老化。然而目前所提供之休閒服務過於制式,尚無法滿足全體住戶的差異化需求,且針對健康促進之內涵亦可再加強;加諸服務組織缺乏相關專業人員設置,是導致休閒服務廣度與深度尚有提升空間的主因。理想的休閒服務模式可對應「休閒能力模式」之三大服務領域,設計富有健康促進內涵的層級式產品,從休閒參與與自主選擇、休閒教育與終身學習、休閒治療與功能促進等三個面向滿足住民之服務需求。未來休閒專業人力資源的發展,乃成就理想休閒服務模式之關鍵,建議透過產學合作提升現有組織的休閒服務職能,積極培育相關人才。
Under the issue of “Double-aging: people and homes” - population aging along with decades-old apartments needing elevators in metropolitan areas in Taiwan, age-friendly residence, focusing on promoting active aging, is an essential part of the age-friendly cities. Furthermore, leisure services have been becoming an important role among the services provided at age-friendly residence. This study attempted to propose an ideal leisure service model for future planning and implementation of leisure service management, while utilizing leisure ability model and service innovation as the theoretical basis by conducting in-depth interviews with 11 experts. This study revealed that the goal of leisure services provided by age-friendly residence seems to pass beyond the level solely meeting senior residents’ expected recreational need, and to further attempt to explore the level supporting active aging. However, the existing available leisure services appear too standardized by limited and undifferentiated formats to satisfy individual needs, and the intrinsic contents related to health promotion should be further strengthened. Well trained professionals staffing should be planned and implemented in order to provide high quality of leisure services. Ideally, the leisure services of age-friendly residence should be categorized in three different level to meet a variety of residents’ needs, including recreational activity participation by free choice, ongoing leisure education along with life-long learning, and therapeutic recreation to improve daily living functions. The key to accomplish this ideal leisure service model relies on the future development of human resources to train sufficient professional staff. In conclusion, it is recommended to establish industry-academia collaboration and to continuously train and provide appropriate professional staff in all relevant need areas.
