以CORPS模式分析臺灣外籍移民足球聯盟之運作

Abstract

臺灣外籍移民足球聯盟於2019年成立，致力透過足球運動，推廣不同種族、國籍以及階級的交流，為我國數量龐大的移民工之運動權達成新的里程碑。故本研究透過半結構式訪談共六位聯盟決策核心、球員以及教練，以CORPS模式分析該聯盟成立前後服務對象、組織業務運作、財力與物力資源、參與職員與志工、創造或提供的服務以及決策核心六大要素的變化。隨著臺灣外籍移民足球聯盟的成立，透過COPRS模式之剖析，可以發現六大組成要素中的決策核心、服務對象、組織業務運作、創造或提供的服務四個要素皆漸漸擴大，朝向多樣化、多角化的方向發展；然而，在聯盟擴張的同時，財力與物力資源以及參與職員與志工仍經常面臨不足的問題，臺灣外籍移民足球聯盟則透過決策核心轉換為人力、決策核心轉換為財力與物力資源、服務對象轉換為財力與物力資源以及服務對象身兼志工，四種要素間的轉換方式來緩解人力不足的困境。然而，臺灣外籍移民足球聯盟未來若要向組織獨立的方向發展，需針對人力與財力資源問題尋覓更縝密的方法，因為資源的充足，是組織穩定發展的關鍵要素。Taiwan Immigrants Football League was established in 2019 to promote the exchange of different races, nationalities, and classes through football and to reach a new milestone for the sports rights of a large number of immigrant workers in Taiwan. Therefore, this study analyzed the changes in the six elements of the league before and after the establishment of the league, including clients, operations, resources, participants, services, and decision core, through semi-structured interviews with a total of six league decision core, players, and coach. With the establishment of the Taiwan Immigrants Football League, the COPRS model revealed that the four elements of the six organizational elements - decision core, clients, operations, and services have gradually expanded and developed in a diversified and multi-faceted direction; however, while the league has expanded, resources as well as participants are still often in short supply. Taiwan Immigrants Football League is trying to alleviate the shortage of manpower by changing core decision to manpower, core decision to financial and material resources, clients to financial and material resources, and clients to volunteers. However, if Taiwan Immigrants Football League is to develop into an independent organization in the future, it needs to find a more thorough approach to the issue of human and financial resources, because the adequacy of resources is a key element for the stable development of the organization.
