中國處理南海爭端途徑之研究：灰色地帶戰略的觀點

Abstract

近年來，南海海域因為中國崛起，其加強執法力度以及強化維權手段，頻繁與其他主權聲索國家發生南海爭端，而中國如何將如何既有南海國際局勢潛移默化成對中國有利的南海局勢。本論文欲先以中國轉向重視海權以及發展海洋經濟為國家核心利益為背景下，探討南海的經濟價值、地緣價值為何對於中國發展海權如此重要。再者，本論文再從灰色地帶衝突的行為模式與戰術應用之觀點，來分析中國於南海爭端所運用的手段以及如何有效發揮中國海上民兵特殊性。接著，中國與其他南海主權聲索國家所表述主權主張範圍之不同，且與中國主權主張範圍出現重疊的爭議海域，且南海爭端皆發生爭議海域。本論文透過中國與他國的南海爭端案例中，探討中國如何透過非正規軍事力量手段進行南海維權行為，以及對他國進行低度武裝衝突來達到其所獲得的效果。

In recent years, due to the rise of China, the South China Sea has strengthened law enforcement and strengthened its rights protection methods, resulting in frequent South China Sea disputes with other claimant countries. How does China subtly change the existing international situation in the South China Sea into a situation in the South China Sea that is beneficial to China? This paper intends to first explore why the economic value and geographical value of the South China Sea are so important to China's development of sea rights under the background that China has shifted its emphasis on sea rights and developed the maritime economy as its core national interest. Furthermore, this paper analyzes the methods used by China in the South China Sea disputes and how to effectively utilize the particularity of China's maritime militia from the perspective of behavioral patterns and tactical applications in gray zone conflicts. Then, the scope of sovereignty claims expressed by China and other countries claiming sovereignty in the South China Sea are different, and there are disputed sea areas that overlap with the scope of China's sovereignty claims, and the South China Sea disputes all occur in disputed sea areas. This paper uses the case of the South China Sea disputes between China and other countries to explore how China uses irregular military force to safeguard its rights in the South China Sea and engages in low-level armed conflicts against other countries to achieve the results it has achieved.
