Abstract
本研究主要探究臺韓高等技職教育推動教學卓越政策與實務,先從瞭解國際高等技職教育教學卓越品質的發展,去探究臺韓高等技職教育推動教學卓越政策與實務措施。本研究解析臺韓高等技職教育推動教學卓越政策之外,借鏡臺韓科技大學的實例,更進一步瞭解臺韓技職大專教學發展中心落實教學卓越的實踐,並且本研究進行臺韓高等技職教育推動教學卓越政策與實務比較,探討臺韓教學卓越政策措施與實務策略之異同。本研究是採取以文件分析為主,補以訪談的方式,探究臺韓高等技職教育推動卓越政策與實務,並根據上述資料分析所獲得的研究發現如下:一、 臺韓教學卓越政策皆強化高等技職教育辦學目的與技專院校獨有的培育特色。
二、 臺韓教學卓越政策皆強化技專院校之自主能力與競爭力。
三、 臺韓教學卓越政策較側重落實教學創新。
四、 臺韓教學發展中心建置學校教學卓越平台系統與機制。
五、 臺韓教學發展中心輔導學生的學科知識是落實教學卓越實務的核心。
六、 臺韓教學發展中心具與產業接軌的實效性,強化師生的職務實作技能。
七、 臺灣技職教育教學卓越政策較側重於培養學生在實際產業環境中所需實作技能,韓國則以建構「國家職務能力標準」來提升高等技職教育教學卓越的品質。
八、 臺灣教學發展中心較為全面性地落實教學卓越實務,韓國則以落實「國家職務能力標準」為本的課程與管理「教學品質」系統,來實現技專院校之教學卓越的實務。
基於上述研究發現,本研究提供給臺韓未來高等技職教育教學品質發展之建議。
The focus of this study is to analyze and compare policy and practice for teaching excellence in higher vocational education in Taiwan and South Korea.Following the exploration of the development trend of teaching excellence in international higher vocational education, this study applied methods of document analysis and interview to examine the policy and practice of teaching excellence in higher vocational education in Taiwan and South Korea.Based on data collected this study not only analyzes the policy of teaching excellence in higher vocational education but also explores the implementation for teaching excellence at the Center for Teaching and Learning in the case in universities of Science and Technology. In addition, this study compares the policies and practices of higher vocational education and discusses the similarities and differences between Taiwan and South Korea with an emphasis on policy and practical strategies.The findings of this study are as follows:1. The policy of teaching excellence in both Taiwan and South Korea try to meet the needs of industries and to improve the unique characteristics of vocational education in university and college. 2. The policies of teaching excellence in both Taiwan and South Korea help increase the autonomy and competitiveness of vocational education. 3. The policies of teaching excellence in both Taiwan and South Korea focuses on teaching innovation. 4. The Center for Teaching and Learning in both Taiwan and South Korea case universities has an established a platform and mechanism for teaching excellence.5. In both cases universities enhancing student’s academic knowledge is the core for carrying out teaching excellence at the Center for Teaching and Learning.6. In both case universities the goal of the Center for Teaching and Learning is on enhancing the practical skills of students and teachers for better connections with industries.7. While the policy of teaching excellence in Taiwan emphasizes more on improving student’s practical skills needed for industries, South Korea focuses more on constructing the National Competency Standard to improve the quality of teaching excellence in vocational education.8. The Center for Teaching and Learning in Taiwan tends to implement teaching excellence in all directions, but the focus in South Korea is more on carrying out the National Competency-based curriculum to manage the Continuous Quality Improvement systems.Based on the above findings, this study provides suggestions for the quality development of higher vocational education in Taiwan and South Korea.
