居民對里長服務項目需求與重視度之研究-以臺北市某里為例

Abstract

本研究目的主要在探討居民對里長服務項目需求與重視度之分析。透過兩階段分別採用「深度訪談法」、「問卷調查法」進行研究。經由不同研究的方法和不同研究對象所獲取的結果，對研究目的進行歸納與探討分析。第一階段經由深度訪談歸納出居民需要的5項「非法定服務工作要項」：「鄰里間私權紛爭調解」、「都更推動協調整合」、「涉及公權力事項處理」、「舉辦多元化公共利益性質睦鄰互助活動」、「與居民間互動關懷溝通」。本研究得出的實證結果，將可填補文獻在里長服務項目概略分類論述的不足，讓整個研究更加完整第二階段依據2012年臺北市修正頒布的《臺北市里鄰長服務要點》之三：里鄰長之工作事項21項及歸納出「非法定服務工作要項」5項，合計26項的「里長服務項目」。 透過問卷調查，結果顯示居民對「里長服務項目」重視度排序前6項依序是：「里內緊急災害之反映及應變」、「社會福利及急難救助之協助」、「里內公共建設之推動」、「市政宣導及民情反映」、「都更推動協調整合」、「受虐兒童、婦女及里內獨居老人之通報訪視及救助」。本研究發現「都更推動協調整合」是以往里長服務項目中未被討論或重視的項目，隨著臺北市住宅老化，里內老舊宅安全問題越來越受居民們的重視，建議政府單位持續關注此議題，並供未來里鄰長工作事項法規修正之參考，以期里長服務項目更貼近民意需求。

This study mainly discusses the needs of service Items and priorities for the village chief from village residents. The research was conducted in two phases"in-depth interview method" and "questionnaire survey method". Through different research methods and the results obtained by different research objects, to summarize and discuss the purpose of the research. In the first stage, through in-depth interviews, five "non-statutory service work items" needed by village residents were summarized: "mediation of private rights disputes among neighbors", " Urban Renewal of coordination and integration", "handling of matters involving public power", "holding diverse Good-neighborly and mutual assistance activities of the nature of public interest", "interactive, caring and communication with local people". The empirical results obtained in this study will fill the gaps in the literature on the general classification of village chief’s service items and make the whole study more complete. The second phase is based on the third part of the "Taipei Neighborhood Chief Service Points" revised and promulgated by Taipei City in 2012: 21 work items of the neighborhood chief and 5 "non-statutory service work points" summarized, a total of 26 "neighborhood long-term service project". Through the questionnaire survey, the results show that the top 6 items in the ranking of the priority of the residents in the "Village Chief Service Items" are: "Response and Response to Village Emergency Disasters", "Social Welfare and Emergency Relief Assistance", " Promote public construction in the village ", "Municipal Publicity and Reflection of Public Feelings", " Urban Renewal of coordination and integration ", "Information, Visitation and Rescue of Abused Children, Women and the Elderly Living Alone in the Ridge". This study found that " Urban Renewal of coordination and integration " is an item that has not been discussed or valued in the past service projects of village chiefs. With the aging of residential buildings in Taipei City, the safety of old houses in the neighborhood is getting more and more attention from residents. It is recommended that Government units continue to pay attention to this issue, and it will be used as a reference for future amendments to regulations on the work of neighborhood chiefs, so that the service projects for village chief service items will be closer to the needs of the public.
