Abstract

軍事口譯是國際合作與交流不可或缺的一環。隨著近年中美對峙、東亞衝突升溫,國際間層峰拜會、工作階層交流及軍事合作日益頻繁,口譯的需求也跟著大幅增加。為完善我國軍事口譯人事體系,需要深入理解現況並提出改善建議,因此,本研究以探討我國軍事口譯工作現況、瞭解中外軍事口譯培訓方式,進而提出整合軍事口譯資源建議為目的。本研究的方法分為兩大部分:(一)以網路問卷方式,探討軍事口譯員工作現況及面臨的問題,以輔助交流任務圓滿完成。(二)與資深軍事口譯員、軍事口譯服務受眾,以及軍事口譯培訓機構等9位對象個別訪談,具體研討未來國軍軍事口譯養成教育以及人才運用的精進作為。本研究主要探討我國軍事口譯工作現況、瞭解中外軍事口譯培訓方式,進而提出整合軍事口譯資源之建議。透過歸納統整軍事口譯者的工作所遇問題以及國內外軍事口譯的比較,本研究發現,依照我國國情而言,為我國軍事口譯員設立專職目前並不允當,但在人事作業上授予專業專長、並研擬專業加給實為可行,且可有效激勵並吸引人才加入國軍口譯團隊,完成「為部隊喉舌,為國家橋樑」使命,維護國家安全。
Military interpreting (MI) is an indispensable part of international cooperation and exchanges. With the confrontation between China and the United States and the escalation of East Asian conflicts in recent years, the demand for professional interpreters for international summit meetings, working-class exchanges, and military exchanges has increased. Granted that, it is imperative to improve Taiwan's military interpreter personnel system. The purpose of this research, therefore, was to explore the current working environment of military interpreting in Taiwan, understand the training methods of military interpreting at home and abroad, and then put forward suggestions for integrating Taiwan military interpreting resources. The research method consisted of two phases. First, the research adopted an internet-based questionnaire survey and targeted Taiwan MIs as respondents. The questionnaire was designed to gain a better understanding of the current problems facing military interpreting. Then, individual interviews were conducted with senior military interpreters, military interpreting service audiences, military interpreter training institutions, and other participants to specifically discuss the military interpreter training education and advanced methods of talents in the military. It is hoped that the research could summarize the current situation of military interpreters' work and expands the research samples for the practice and research fields of military interpreting; the research results may point out the pros and cons of various training and control methods by comparing domestic and foreign military interpreters; furthermore, according to the analysis of the current situation in Taiwan, this paper may provide feasible strategies for problem-solving and put forward reasonable and constructive military interpreter development strategies. Have all these beingdone, the mission of military interpreters to"be the troop's mouthpiece and the national bridge," and to safeguard national security, therefore, will be achieved.
