臺灣電子檢測驗證廠商進入東協國家之可行性研析：以泰國與馬來西亞為例

Abstract

檢測、認證相較於其他的產業，較少為一般人所熟悉的領域。但又與我們的生活密不可分。舉凡任何電子電氣相關產品，無論是進口或外銷，都必須經過包含像是安規、電磁波、射頻或是可靠度等相關測試與認證。而台灣在過往幾十年來在電子以及資通訊產業的高速增長，也帶動了檢測驗證產業的蓬勃發展與更多的經驗累積。

近幾年全球掀起了往東協國家發展的趨勢與熱潮，因此包含東協主導的RCEP、中國力推的一帶一路、南韓的新南方政策與台灣的新南向政策等，都顯現出東南亞國家將成為未來十年的重要發展區域之一。而台灣與其他國家的電子電氣相關產業也競相評估在當地設置工廠的可能性。

這些因素也都連帶影響電子檢測、驗證產業的市場評估與投資。也因此本研究選擇了東協市場中兩個極具發展潛力的泰國與馬來西亞，以及結合台灣相關的電子檢測、驗證產業發展做更進一步的分析與到當地的訪談及調查。

東協國家多半國土遼闊，加上台灣的電子檢測、驗證產業普遍對於當地發展不甚了解。在經過實際調查與訪談研究的結果，建議台灣的相關業者在初期可以選擇與當地的測試實驗室合作，並配合當地政府的產業政策制定短、中、長期的發展計畫。

最後希望能將研究者在檢測、驗證與認證的經驗結合實際訪談的結果，提供給國內對於東協市場有興趣的電子檢測、驗證業者掌握前述趨勢的參考與建議。Compared with other industries, testing, inspection and certification industry (TIC) is less familiar to the general public. But it is inseparable from our lives. Any electronic and electrical related products, whether imported or exported, have to perform the relevant tests and certifications such as safety regulations, electromagnetic compatibility, radio frequency, or reliability tests. Taiwan’s rapid growth in the information and communications technology (ICT) industry over the past few decades has also led to the booming of the testing and certification industry and the accumulation of industry related experience.

In recent years, the global trend towards the development of the ASEAN countries includes the RCEP of ASEAN, China’s the One Belt and the Road Initiative, the New South Policy of South Korea and Taiwan’s new southward policy, all of which show that Southeast Asian countries will be one of the important development areas in the next decade. The electronics and electrical related industries in Taiwan and other countries are also evaluating the possibility of setting up factories in ASEAN.

These factors will also influence the market assessment and investment in the testing and certification industry of electrical and electronic. This is the reason why this study selected two potential Thai and Malaysian markets in the ASEAN, as well as a further analysis and local interviews and investigations in conjunction with Taiwan’s testing and certification industry of electrical and electronic development.

Most of the ASEAN countries have a vast territory, and the testing and certification industries of electrical and electronic in Taiwan are generally not familiar with the local development. After investigations and interviews, it is suggested that relevant Taiwanese companies can initially cooperate with local testing laboratories and formulate short-term, medium-term, and long-term development plans in accordance with the local government’s industrial policies.

Finally, this study hopes to combine the experience of researchers in testing and certification with the results of interviews and provide reference and suggestions to the company in TIC industry who are interested in the ASEAN market.
