以公私協力夥伴關係導入AIoT科技建設智慧城市可行性分析之探討-以智慧公廁營運為例

Abstract
智慧城市已成為本世紀城市建設之顯學,因為城市愈進步愈能代表國家競爭力,也是呈現國家經濟活動的正指標,更是提升城市發展觀光的重要吸引力,以現今資通信技術(ICT)、人工智慧(AI)、與人工智慧物聯網(AIoT)結合5G通信技術與設備都已經非常成熟,並成為推動各項智慧城市建設之基本架構與設施。以本研究對象德國柏林市及台北市、新北市、桃園市,皆依施政需求輔以階段性不同智慧城市之重點建設。建構智慧城市的經費所需不斐,絕大部分之城市皆採用公私協力夥伴關係(PPP)模式,以降低政府財政短絀困境並能提升國內產業升級發展,本研究側重智慧城市運用AIoT技術建置智慧公廁營運之探討,分析德國柏林市結合戶外廣告商,使用公私協力夥伴關係(PPP)營運之模式,以及台北市、新北市、桃園市在智慧公廁導入現況加以分析,本研究個案「台北市河濱公園公廁ROT」經由適法性、科技可行性、市場性、財務可行性等分析,輔以深度訪談及以戶外廣告收入為主之媒體通路業者意見,本個案「台北市河濱公園公廁ROT」具有執行之可行性。藉由本研究期能對我國智慧城市,運用公私夥伴關係(PPP)在智慧公廁營運的規畫有建設性參考,亦期望能擴大現有公共廁所成功轉型為智慧公廁並永續發展。
Smart cities have become a manifestation of urban construction in this century, because the more advanced the city, the more it can represent the national competitiveness, it is also a positive indicator of the country’s economic activities, and it is also an important attraction for urban development and tourism. With current information technology (ICT) , Artificial Intelligence (AI), and Artificial Intelligence Internet of Things (AIoT) combined with 5G communication technologies and equipment are already very mature, and have become the basic architecture and facilities to promote the construction of various smart cities. Taking this research object in Germany, Berlin, Taipei, New Taipei City, and Taoyuan City, they are all based on governance needs with the key construction of different stages of smart cities.The construction of smart cities requires a lot of funds. Most cities adopt the public-private partnership (PPP) model to reduce the government’s financial shortcomings and improve the development of domestic industries. This research focuses on the use of AIoT technology to build smart cities. Discuss the operation of smart public toilets, analyze the operation model of Berlin, Germany, combined with outdoor advertisers, using a public-private partnership (PPP), and analyze the current status of the introduction of smart public toilets in Taipei city,New Taipei City and Taoyuan City. The research case"ROT of Taipei Riverside Park Public Toilet" has been analyzed through legal compliance, technological feasibility, marketability, financial feasibility, etc., supplemented by in-depth interviews and opinions of media channel operators who mainly focus on outdoor advertising revenue. City Riverside Park Public Toilet ROT" is feasible to implement.For Taiwan’s smart cities, the use of (PPP) in the planning of smart public toilet operations is a constructive reference, and it is also hoped that existing public toilets can be successfully transformed into smart public toilets for sustainable development.
