臺北市國民中學績效管理之研究
Abstract
本研究旨在探究平衡計分卡在臺北市國民中學績效管理應用之可行性,以及探討平衡計分卡在國民中學績效管理應用時,可能遭遇之困境和所需要之配套措施,最後根據研究結果,對相關學校教育人員提出具體建議。為達前述研究目的,本研究採用問卷調查法進行研究,首先蒐集及探究相關文獻,其次依據文獻所得,編製「臺北市國民中學績效管理現況調查問卷」,作為研究工具。本實徵研究係以臺北市59所公立國民中學之校長及教育人員作為研究母群體,共發出679份問卷,回收449份,回收率66.13%;剔除問卷填答不全者後,合計有效樣本共434份,可用率為63.92%。問卷處理採SPSS for Windows 17.0版套裝軟體進行統計分析。
綜合文獻探討及調查研究結果之發現,獲致以下結論:
一、整體而言,平衡計分卡在國民中學績效管理之應用屬中高適合程度,其中以「顧客構面」最為適合;而「財務構面」指標之適合程度則最低。
二、整體而言,平衡計分卡在國民中學績效管理之實施現況屬中高符合程度,其中以「顧客構面」之現況符合度最高;而「願景構面」之現況符合程度則最低。
三、平衡計分卡在國民中學績效管理之適合程度與實施現況之間有差異存在。
四、男性、具有碩士學位及教師兼主任者,對平衡計分卡在國民中學績效管理適合度的認同較高。
五、校長與教師兼主任、中大型學校之教育人員、學校創校歷史較新之教育人員對平衡計分卡在國民中學績效管理的現況符合認同度較高。
六、平衡計分卡在國民中學績效管理實施之主要困境為「學校人力不足」。
七、平衡計分卡在國民中學績效管理實施之主要配套措施為「明確定義願景,確立學校發展方向」。
八、整體而言,平衡計分卡在國民中學績效管理實施之可行性頗高。
最後,依據本研究所獲之結論,研究者針對國民中學、校長和未來研究者提出相關建議,以供參考。
The main purposes of this study are, first, to understand the appropriateness of Balanced Scored Card performed in junior high schools’performance management; second, to understand the fact, difficulties and strategies about Balanced Scored Card performed in junior high schools’performance management; third, to analyze the differences about Balanced Scored Card performed in junior high schools’ performance management;fourth, to provide suggestions for junior high schools. The methods adopted for the research was questionnaire survey. Based on the results drawn from the literature review, a questionnaire named “The questionnaire for current operating status of performance management in junior high schools in Taipei” was developed. Questionnaires were delivered to principals and the teachers of 59 public junior high schools in Taipei. 434 of the 679 questionnaires sent out were effective. The conclusions derived from the literature review and the questionnaire survey are as follows: 1.Generally speaking, the appropriateness of Balanced Scored Card performed in junior high schools’ performance management is medium-high degree. 2.Generally speaking, the conformability to the present situation of Balanced Scored Card performed in junior high schools’ performance management is medium-high degree. 3.There is difference of showing the appropriateness and the conformability to the present situation in Balanced Scored Card as a whole. 4.Male teachers, master degreed teachers, and teachers as directors have higher appropriate agreement of Balanced Scored Card performed in junior high schools’ performance management. 5.Principals, teachers as directors, larger schools’ teachers and newer schools’teachers have higher conformable agreement of Balanced Scored Card performed in junior high schools’ performance management. 6.The main difficult of Balanced Scored Card performed in junior high schools’ performance management is “There is not enough human resource in school.” 7.The main measure of Balanced Scored Card performed in junior high schools’ performance management is “To define the vision and make the development of school clearly.” 8.All in all, Balanced Scored Card is medium-highly appropriate to be performed in junior high schools’ performance management. The conclusions of the study will be reference for junior high schools, the principals and the future researchers.
