Abstract
美國雖然長期在資通訊領域保有優於其他國家的優勢,但近幾年來中國的網路能力已從過去在國際社會相對落後的地位,發展成為在網路空間中具有舉足輕重的地位,並得以在國外進行大規模的網路行動及網路間諜作為,從中獲取政治影響力和知識產權。中國這幾年的網路戰略也宣佈了其在網路空間與美國和其他國家競爭的意圖,故本文的研究將聚焦於探究美中間科技能量與權力政治之間的關係,了解兩國在網路安全領域中的競逐,以及美國從歐巴馬政府時期至拜登政府,是如何以不同方式因應中國的網路攻擊所帶來的威脅。
While the United States has long held an advantage over other countries in the information and communication field, China's cyber capabilities have evolved in recent years from a relatively backward position in the international community to a pivotal position in cyberspace, where it has been able to conduct large-scale cyber operations and cyber espionage abroad to gain political influence and intellectual property rights. China's cyber strategy in the past few years has also declared its intention to compete with the U.S. and other countries in cyberspace. Therefore, this paper will focus on the relationship between U.S. technological energy and power politics, understanding the competition between the two countries in the field of cyber security, and how the U.S. has responded to the threat of Chinese cyber-attacks in different ways from the Obama administration to the Biden administration.
