桃園縣資賦優異類特殊教育評鑑之調查研究

Abstract
本研究旨在探討「桃園縣九十二學年度資優教育評鑑」之實施現況與相關問題,及資優教育評鑑之最佳模式。
參考文獻探討結果,並依據「後設評鑑」架構,藉由參與評鑑之評鑑小組、行政人員與資優班教師的問卷調查與訪談,歸納出桃園縣政府辦理資優教育之看法,進一步提出結論與建議,以供日後縣市規劃資優教育評鑑方案之參考。
研究結果發現受訪者多數都認同桃園縣資優教育評鑑之相關措施,並提出下列結論:
一、評鑑規劃:
(一)桃園縣資優教育評鑑之實施對資優教育推動與發展有必要性。
(二)桃園縣資優教育評鑑之公布與實施應有嚴謹之規劃,並至少在一學前公布評鑑方案與評鑑指標。
(三)評鑑的規劃與實施應廣納基層教師的意見,避免「理想」與「實際」脫`。
(四)設置常態性評鑑組織,專責負責評鑑工作,引導資優班走向。
二、評鑑實施:
(一)桃園縣資優教育評鑑,先由各校自我評鑑後,再進行實地訪視評鑑。
(二)發放問卷請家長填寫。
(三)桃園縣資優教育評鑑週期應二年進行一次為宜。
(四)評鑑時間為半天,較難發現學校的問題。
三、評鑑結果處理
(一)大致上都同意此次評鑑公平客觀。
(二)績優學校成果發表有其必要,可將相關資料放在網路,供他校參考。
(三)未感受到後續追蹤輔導。
(四)有半數以上的資優班教師未看過評鑑報告。
(五)發放獎勵金給表現績優學校,建議不要限制為「經常門」。
四、受訪者背景對評鑑看法之影響情形
(一)評鑑時角色不同對評鑑看法大都數達顯著差異,評鑑小組認同度高於行政人員與資優班教師;行政人員的認同度高於資優班教師。
(二)教育背景:不同教育背景對評鑑看法大都未達顯著差異,合格資優班教師對評鑑認同度低於其它背景者。
(三)服務階段:服務於不同階段對評鑑看法大都未達顯著差異,高級中學受訪者認同度高於國民小學及國民中學受訪者,國民小學受訪者同意程度高於國民中學者。
(四)學校所在地區:服務於市區受訪者與服務於鄉鎮地
區受訪者對評鑑的看法差異不大。
(五)評鑑結果:優良受獎者同意程度高於通過標準者。
依據研究結果,本研究從以下方面提出相關建議:
一、對資優教育評鑑之建議
(一)對於評鑑方案之建議:使用多元方式進行,考量學校特殊性與背景。
(二)對資優教育行政單位的建議:明訂評鑑項目、指標及評鑑時間,加強資優教育評鑑理念宣導,設置常設評鑑組織,邀請更多資優班教師加入評鑑小組及參與規劃,可從多方面收集資料,發問卷給老師、學生及家長填寫,落實後續追蹤輔導,並進行資優教育評鑑 之「後設評鑑」。
(三)對於捰甈F單位的建議:接受資優教育評鑑前確實進行「自我評鑑」,平時資料落實建檔,了解評鑑目的,勇於接受評鑑。
(四)對資優教育實務工作者的建議:了解評鑑目的及意義,培養蒐集教學過程與學生學習成果資料的檔案管理技術,針對評鑑項目呈現書面資料。
二、對後續研究的建議
(一)研究範圍:台灣地區其他縣市資優教育評鑑之實施情形。
(二)研究方向:可以資優教育評鑑方案擬定與實施策
略、資優教育評鑑之後設評鑑指標建構、資優教
育指標建構等方向進行研究。
ABSTRACT An Investigation of the Evaluation Action Of Tao-Yuan County Gifted Education This research investigated the current evaluation action and related issues of Tao-Yuan County Gifted Education from January 1, 2004 to December 31, 2004. Based on the findings from this study, an ideal model for conducting gifted education evaluation will be discussed. Based on the literature review, the framework of meta-evaluation, the investigation of and the interview with the members of the evaluation team, school gifted education administers and gifted education educators, the conclusion was made on the conditions of Tao-Yuan County gifted education evaluation. The research findings could be used for the planning of the future Tao-Yuan County gifted education. The research results showed that majority of interviewees agreed with the results of evaluation which proposed by Tao-Yuan County, and they made the following conclusion: Evaluation Formulation 1. It is necessary to push forward and to develop Tao-Yuan County gifted education evaluation program. 2. Tao-Yuan County gifted education evaluation program should be planned and announced more carefully, and the plan and its aim should be announced at least one semester in advance. 3. The gifted education evaluation program should take teachers’ suggestion into consideration; that to avoid 「ideal」and 「actual」 being different. Evaluation administration 1. Tao-Yuan County gifted education evaluation program should be self-evaluated first, then the members of the evaluation team visited school for evaluation. 2. Tao-Yuan County gifted education evaluation program send questionnaire to parents to get information. 3. Tao-Yuan County gifted education evaluation should be held every two years. 4. It is difficult to find the problem of school in the half day for evaluation. The Use of Evaluation Outcome 1. Most of interviewees agree that the result of gifted education evaluation is fair and objective. 2. It is necessary to held a meeting to present the excellent schools to others, and put their data on web. 3. It is no follow-up and assistance to solve the problem to be found in gifted education evaluation. 4. Over 50% of teachers doesn’t read the report of Tao-Yuan County gifted education evaluation. 5. To reward money to the excellent school, but don’t limit the use. The relations between interviewees’ backgrounds and their points of view 1. The position: evaluation committees are more positive than gifted education supervisors and teachers on the administration of gifted education evaluation. 2. The education background: gifted education teachers are more negative than others on the administration of gifted education evaluation. 3. The school level: ones who work in senior high schools are more positive than ones who work in elementary school and ones who work in junior high schools, ones who work in elementary school are more positive than ones work in junior high school. 4. The school location: ones who work in city schools are more positive than ones who work in country school. 5. The result of evaluation: teachers who receive awards of excellence are more positive than the ones who just passed the average standard. According to the above results, the following suggestions are made: 1. Suggestions to the gifted education evaluation program. (1) Suggestions to the gifted education evaluation program itself: To use multiple way to understand school. To consider the background and property of school. (2)Suggestions to Tao-Yuan County education administration department: Clearly state the goals and items listed in the evaluation program, also state how often it should be used. To announce the purpose and meaning of the gifted education evaluation. To set a gifted education evaluation organization. To invite more gifted education teachers to join the evaluation committee to plan the evaluation program. To get more information from teachers, students and parents from questionnaire. To follow-up and give assistance to solve the problem of school. Recruit professionals to evaluate the program using meta-evaluation. (3)Suggestions to school administration department: Conduct“self-evaluation”before executing gifted education evaluation program in order to be supported mentally and practically The file and data must be done in normal times. To understand the purpose of gifted education evaluation and accept it. (4)Suggestions to special education staff: To understand the purpose and meaning of gifted education evaluation. To educate how to collect the data of the teaching process and student’s learning outcome. According to the items of evaluation to present the data and file. 2. Suggestions to further study: (1)Range of follow-up study: Including other cities and counties in Taiwan area. (2)Research topics: Construct the items of meta-evaluation of gifted education , construct the items of gifted education evaluation, expanding to the strategies to planning and administering of gifted education evaluation program.
