事業單位主管兼任工會幹部角色衝突與化解的策略分析-以某國營事業為例

Abstract
數十年來,國內經濟發展迅速,造就國民教育的提升,人民的意識由封閉社會逐漸邁向知識開放的時代,社會走向多元化的發展。因此,勞動條件由資方主宰的時代,在勞工意識急速抬頭下,逐漸被新的勞資關係模式取代,而工會就是在這種時代背景下所催生的組織。
工會是工人集合意志的一個組織,主要扮演的角色,就是代表勞方與資方進行勞動條件的談判,以改善勞工的生活。是以,勞方不再是弱勢的一方,勞資間的爭議,勞工在凝聚共識後,便得藉由工會組織去與資方談判,而代表工會行使權力的幹部,就顯得特別重要了。
工會幹部是由會員公開選舉而來,但有時事業單位為了能掌握工會的運作,便於業務政策的推行,會企圖去干預工會的事務,安排許多主管參與工會的選舉,因此產生了事業單位主管兼任工會幹部的情形,這樣便會發生一個人扮演兩種不同立場的角色,當勞資雙方發生爭議時,必然會產生角色衝突問題。
本研究主要目的在探討當產生角色衝突時,當事人所使用的解決方法,研究者從不同的訪談案例中,探尋解決問題方法的共通點,試圖建立一套化解角色衝突的有效策略,提供各產業工會間解決勞資爭議之參考,希望對於日後化解此類問題能有所助益。
Since decades, economy of countries in the worlds have been growing rapidly, it has promoted people’s degree of education in the counties and promoted the degree of knowledge of people. The thought of people has also gradually turned be closed into be open form and development of the society has finally become diverse. Therefore, in the rapid awakening of labor, labor conditions that the capital made only has been gradually substituted with the labor and the capital made, so labor union is the organization immediately produced in the conditions. For the purpose of improving labors’ life, labors found an organization to negotiate their conditions with the capital. Therefore, the labor is no longer a social vulnerable group. When the disputes between labor and capital are caused, labor union is able to negotiate with the capital, so it reveals the importance of the steward who represents the organization to exercise power. The steward of labor union is decided by the public vote of members of labor union. However, sometimes, business unit can arrange the supervisors to participate in election of the labor union in order to control the operations of labor union so as to carry out policies of business and affairs of labor union are interfered. As a result, that business unit supervisor is also the steward of labor union lead to that a person play the two same roles. When the disputes between labor and capital are caused, it must be caused a problem of role conflict. The study is mainly to analyse the solutions that person involved use when the role conflict occurs. In order to provide the references of the solutions to resolve the disputes between labor and capital in Industrial Labor Union, the researcher sought the common points of the solutions from different interviewing cases and attempt to set up a valid strategy to resolve role conflict. We hope that it benefit tothe kind of the problems in the future.
