長照服務的價格-以台灣民眾為例

Abstract

本研究目的旨在探討長照服務有關民眾願付價格相關影響，首先以次級文獻獲得相關資料，確定本研究架構及設計問卷，再以問卷調查法進行量化分析，以收集完整資料，提出研究之結論與建議。為達成以上之目的，本研究採便利抽樣法，透過台灣長照關懷協會利用臉書進行google問卷調查，及通訊軟體Line發放問卷與部份電話訪問調查系統，最後收集資料經將之使用STATA12.0套裝軟體將資料進行分析，並驗證研究結果，分別以描述性統計、線性區間迴歸分析等統計進行驗證分析，並做出結論與建議。

本文以長期照顧（Long term care）的理論架構為基礎，透過問卷收集有關老人照顧需求與意願調查表之研究，以線性迴歸分析法對於民眾願付價格之探討，研究結果發現，台灣少子化與高齡化人口結構的改變，受扶養人口增加（係指15歲以下的幼年人口及65歲以上的老年人口）的增加，尤其以65歲以上的人口增加是當前是令人關注的議題，不僅影響相關國家經濟、社經政策與社會福利也面臨修訂與調整，經調查發現民眾對於各種長照服務願付價格偏低，分析找出影響民眾選擇長照服務的重要因素與願付價格範圍，進而提供政府提升長照服務重視度，以因應高齡化時代的來臨。

全民健康保險保障國人健康因此平均壽命延長，民眾對於長照機構選擇的重要的滿意度與需求，與長照服務之價格制定政府在規劃長照保險時建議參考民意。除宣導老人照顧服務及建立民眾便利取得相關資訊外，支付價格會影響照顧品質，為因應爾後長照服務法之推動，政府政策趨勢要有社會企業化之概念，儘早提升機構自我經營能力，兼顧盈利與社會責任，解決並分擔少子化老人照顧問題，落實行動深耕社區，以自尊、自主與愛為基礎，關懷人本精神在地老化。

Purpose of this study was to investigate the long-term care services related to people willing to pay the price-related impact, the first secondary literature to obtain relevant information to determine the structure and design of the study questionnaire, and then to quantify questionnaire to collect complete data, proposed research the conclusions and recommendations. To achieve the above object of the present study mining convenience sampling method, questionnaire survey conducted by Taiwan google long-term care Care Association use face book and messaging software Line questionnaires and telephone interviews part of the investigation system, and finally the collection of information through the use STATA12. 0 software package to analyze the data, and the results of validation studies were descriptive statistics, linear regression analysis and other statistical interval analysis to verify and make conclusions and recommendations.

In this paper, long-term care theory of architecture, to collect information about the elderly research needs and wishes of the questionnaire of care through questionnaires, linear regression analysis for people willing to pay discuss prices, the study found that Taiwan's low birth rate and aging demographic change, dependent population （refer to young people and the elderly population aged 65 and over 15 years of age） increases, particularly in the over 65 population is currently the subject of concern, not only affects related to the national economy, socio-economic policy and social welfare are subject to revision and adjustment, the survey found a variety of long-term care services for people willing to pay the price is low, analyze the important factors affect people choose to identify long-term care services and is willing to pay the price range, and then the provision of government services to enhance the importance of long-term care, to cope with the coming era of aging.

Currently NHI safeguard people's health and therefore the average life expectancy, the public long-term care institutions for selected important satisfaction and demand, the price of long-term care services in the formulation of government planning long-term care for an insured reference to public opinion. In addition to outreach services and care for the elderly established to facilitate access to public information related to long-term care, the price paid will affect the quality of care, to cope with later service law to promote the long-term care, government policy trends have the concept of social enterprise, self-lifting mechanism as soon as possible management capacity, both profit and social responsibility, and to solve the problem of balancing the declining birthrate care for the elderly, the implementation of community action deep in self-esteem, self-love and the basis of the spirit of caring people to aging.
