Abstract

本研究之目的是以司徒達賢的CORPS模式分析「財團法人臺南市臺日文化友好交流基金會」的成立背景與發展過程、以及成立到現在的組織運作變化。本研究採用文件分析法與半結構式訪談法,研究對象包括組織決策核心,正職人員以及組織參與過活動的人士等共八位。研究發現本研究指研究對象為了促進臺南與日本的交流於2009年成立,2013年正式登記為社團法人,2020年轉成現在的「財團法人臺南市臺日文化友好交流基金會」。透過 CORPS 模式之分析,可以發現組織發展過程中的使命―「協助政府及民間促進臺南地區對日交流」,成立至今都沒有改變,即推動臺南與日本雙邊的各種城市交流。六大組成要素中的業務運作、服務對象、服務內容、財力與物力資源、參與者的五個要素皆漸漸擴大,朝向多樣化、多角化的方向發展。雖然透過決策核心與服務對象對於臺日交流的熱情,將此兩個組成要素轉換成人力、財力與物力資源,但是財力與物力資源面臨不足。2017年開始經營「和茶寮」後有了新的財力與物力資源,稍微緩解了財力與物力資源短缺的困境。資源的充足,是組織穩定發展與服務更多元化的關鍵,因此決策核心如何獲得更多資源是今後的課題。
The purpose of this study is to analyze the establishment background and development process of the"Tainan Taiwan-Japan Cultural Friendship Exchange Foundation", as well as the changes in organizational operation since its establishment, based on Situ Daxian's CORPS model. This study adopts the method of document analysis and semi-structured interviews. The research objects include the decision-making core of the organization, the full-time staff and people who have participated in the activities of the organization. The research found that the subject of this study was established in 2009 topromote exchanges between Tainan and Japan. It was officially registered as a legal person in 2013 and converted into the current"Tainan Taiwan-Japan Cultural Friendship Exchange Foundation of Tainan City Foundation" in 2020. Through the analysis of the CORPS model, it can be found that the mission of the organization during the development process - "to assist the government and the people to promote exchanges between Tainan and Japan", has not changed since its establishment, that is, to promote various bilateral city exchanges between Tainan and Japan. Among the six elements, the five elements of business operation, service object, service content, financial and material resources, and participants are gradually expanding, and are developing towards diversification and diversification. Although these two elements are transformed into human, financial and material resources through the enthusiasm of the decision-making core and service targets for Taiwan-Japan exchanges, the financial and material resources are insufficient. In 2017, after starting the operation of"WaCha-Ryo", new financial and material resources were obtained, which slightly eased the plight of the shortage of financial and material resources. Sufficient resources are the key to the stable development of the organization and more diversified services. Therefore, how to obtain more resources for the decision-making core is a future topic.
