充滿回憶及夢想的舊建築再利用-以老房子文化運動為例

Abstract

荒廢已久的舊建築，不僅會影響市容，遊民、流浪漢進入到舊建築居住也是時有所聞，造成社會治安的死角及環境的敗壞，政府機關也因為預算上的限制，而無法對這些舊建築有積極的作為，有藉於此，臺北市政府文化局在2012年開始推行「老房子文化運動」，此活動透過招標的方式，吸引民間業者參與，藉由民間資金的投入，展開各處老房子的修繕及營運，為都市的活化找到新方向，並達到再利用及活化的目的。本研究主要在了解業者及政府機關針對舊建築再利用的看法，業者在經營上的核心知識、服務體驗方式及產業合作方式，以提供後續業者要投入老房子再利用的相關產業時，能有所依據。透過相關文獻探討及實際訪談，以了解產業經營的策略與設計手法。訪談對象為參與「老房子文化運動」的四家民間業者米洛克老房子、樂埔町、八拾扒茶輪番所及亞尼克夢想村，以及主辦單位臺北市政府文化局。透過訪談結果的整理，可發現業者投入老房子文化運動的動機，多與業者過去的學經歷有關，也希望透過此舊建築再利用的機會，將經營的精神及產品帶給消費者。在與消費者的互動上，可以利用講座的方式，讓消費者能有更多接觸文化歷史的機會。舊建築的特殊性及故事性，是新建築所無法比擬的，但舊建築礙於法規規定，導致在整修時，需先送審才能開始整修，且在保留原有特色的前提下加入現代感。針對商業化的批評，舊建築比新建築需要更多的整修費用，所以針對此批評，應該看在荒廢的建築被活化及能讓民眾重新看到舊建築的貢獻。在經營時，與在地產業或居民配合，將可讓舊建築再利用的利益極大化。Abandoned old buildings with homeless living inside are often heard and not only affect the city, but also results in corrupt social order and environmental disaster. Because of budget constraint government agencies, couldn’t do anything with this buildings, therefore Taipei City Government promoted the “Old House Cultural Movement” in 2012, for instance Taipei City Government cooperates with the owners of the old buildings and raise funds from the non-governmental management groups to repair the old houses, making a brand new cultural image. The purpose of this study is to explore the special operating strategy on re-use old building, and the design factor when the spot are reused as a restaurant space. This study used an in-depth interview method, by interviewing MiracleXHouse, Leputing, Yannick Sweet Village, Eighty-Eightea Rinbansyo and Department of Cultural Affairs from Taipei City Government. Finally, the research found that business are motivated because of their past, hoping to introduce their products and business spirit to consumers. Helping consumers to have access to culture and particularity the history of old buildings. For commercial criticism, old buildings requires more than new construction costs, so for this criticism, we should allow people to see the contribution of old buildings. In addition, the results reinforced that old buildings have more value than a simple house, and more cultural and historical value, it can provide emotional appeal and symbolic meaning than a renovation of a simple house.
