中國崛起對美韓同盟之影響

Abstract
冷戰結束之後，美國主導亞太區域局勢，中國也在這國際狀態下發展，形成現今中國崛起。中國崛起造成東亞權力產生變化，成為國際政治關注的議題。在這背景下，試圖了解中國崛起對東亞區域秩序所造成重要改變，以及了解美韓同盟受到中國崛起的影響，是否同盟合作上出現問題。本文透過美韓同盟成立的背景，中國對朝鮮半島政策、中韓合作與美韓同盟發展來看美韓同盟是否面臨到史奈德（Glenn H. Snyder）提出的同盟困境（Security Dilemma in Alliance）情況。
研究後可以發現，美韓同盟因為美國提供南韓對抗北韓威脅的安全信賴，使得美韓同盟依舊維持合作。在中國崛起議題上，美國與南韓對於中國崛起各有不同認知。美國認為中國將是亞太區域合作上的威脅，南韓則認為在處理北韓威脅問題上中國是可以合作的夥伴。因此，間接造成美韓同盟緊密關係出現問題。
整體而言，美韓同盟可能因為中國崛起導致影響，但美韓彼此還擁對同盟的信任，從短期之內來看，中國崛起的還不會導致美韓同盟出現瓦解，但美韓同盟合作，可能因為中國崛起產生影響。
After Cold War, U.S. conducted the situation in Asia Pacific.China developed from this situation and rising. The rise of China and the power transition in East Asia became the most important issues in the international politics. In this background, the rise of china became the most important variable to focus on the change of the Regional Order in East Asia , the influence of the China rising on the US-ROK Alliance and the problem on whether the alliance cooperation or not. In this thesis, I used the background of US-ROK Alliance, the PRC foreign policy on Korean Peninsula, China-ROK relations and the development of the US-ROK Alliance tosee the US-ROK Alliance have Alliance security dilemma problem or not. In the analysis, we could find out that the U.S. still still offers a strong security credence to prevent ROK from the threats by North Korea, which keeps the US-ROK alliance in operation. On the China’s rising issue, US and ROK have different perceptions towards the treat by China. While the US considers China to be a potential rival in the regional cooperation blueprint in Asia Pacific, ROK tends to cooperate with China to solve the nuclear menace problem by North Korea. Therefore, some problems, indirectly, emerge within the US-ROK cooperation alliance. To sum up, the US-ROK Alliance may be affected by the rise of China; however, with solid trust from each other still on the North Korea issue, the US-ROK Alliance, in the short term, will not face dissolution due to the China’s rising.
