從遊艇服務業者觀點看臺灣推動遊艇活動發展方案

dc.description.abstract交通部基於「海岸解嚴」及「生態保育」等基礎,於2010年提出「推動遊艇活動發展方案」 (2010年12月20日經行政院核定),該法案確立遊艇活動發展六大策略,如「增進遊艇活動需求」、「強化遊艇活動資訊」、「簡化遊艇出入港口作業程序」、「推動遊艇基地發展」、「維護遊艇活動秩序」及「完備遊艇活動法制作業」。在此策略原則下,開始健全各項法規,提昇遊艇活動的便利性與合法性,以利遊艇活動推廣。本研究目的主要從遊艇服務業者觀點,來看臺灣「推動遊艇活動發展方案」有無待強化或者是待改善之處。此外,除了目前策略外,是否還有什麼政策是遺漏的,以提供目前的業者及官方參考。本研究採半結構式訪談,訪談遊艇服務業業者。研究結果顯示,本方案六大策略中13項具體措施,4項措施符合業者期待,9項措施待改善,其中民眾最關注的核心議題,是碼頭量與質的不足。另除了目前策略外,還有6項策略是業者關注的。本案主政機關為交通部,建議應整合地區遊艇公會、中央政府機關及地方政府意見,確認中 (長) 期策略及放寬相關法規,以改善目前遊艇活動發展所面臨的軟硬體問題。此外,隨著政府法規鬆綁,業者亦須具備風險自負的體認,完備船員訓練與裝備檢整,以確保航行安全。zh_TW
dc.description.abstractMinistry of Transportation and Communications put forward the"Plan for Promoting the Development of Yachting Activities" in 2010 (approved by the Executive Yuan). This policy established six strategies, such as "Increasing demand for yachting activities", "Strengthening yachting activity information", "Simplifying the operation procedures for yachts entering and exiting ports", "Promoting the development of yacht bases", "Maintaining the order of yachting activities" and "Improving the legal production of yachting activities". Afterwards, under this strategic principle, various laws and regulations have been improved to improve the convenience and legitimacy of yachting activities, so as to facilitate the promotion of yachting activities. The purpose of this research is mainly from the perspective of the yacht service industry to see whether there is room for strengthening or improvement in"Plan for Promoting the Development of Yachting Activities". In addition, in addition to the current strategy, is there any policy that is missing to provide current industry and official reference. This study adopts semi-structured interviews and interviews with yacht service industry operators. The research results show that among the 13 specific measures in the 6 major strategies of this plan, 4 measures meet the expectations of the industry, and 9 measures need to be improved. The main reasons are the lack of professional knowledge of the public sector, poor horizontal coordination of the government, and imperfect laws and regulations. . In addition to the current strategy, there are six other strategies that the industry is concerned about. The competent authority in this case is the The Ministry of Transportation and Communications. It is suggested that the opinions of regional yacht associations, central government agencies, and local governments should be integrated to confirm medium (long-term) strategies and revise the laws and regulations to improve the software and hardware problems currently facing the development of yachting activities. In addition, with the loosening of government regulations, operators must also have the awareness of taking risks at their own risk, and complete crew training and equipment inspection to ensure safe navigation.en_US
