Abstract
本論文旨在針對美國國防安全合作局公布的安全援助手冊第八章—最終使用監控，進行翻譯與註解，填補國軍對美軍購實務中之關鍵法規翻譯缺口，並剖析台美軍事合作法源與美國對外執行安全援助之機制。安全援助手冊第八章—最終使用監控，內容涵蓋美國「黃金哨兵計畫」所規範之例行和強制最終使用監控制度，包含裝備使用規範、第三方移轉、報廢作業與訪視機制等內容。為確保翻譯和註解內容之精準性與實用性，本論文參照國防部既有之《美國防部安全援助管理手冊—第1至7章編譯暨參考使用說明》，建立平行文本，並結合筆者軍事背景與翻譯專業，輔以國防採購室第一線軍購實務人員之協助，進行詞彙的一致性比對與註解補充。翻譯與註解研析之成果，將有助於提升軍購作業人員與基層部隊對於最終使用監控制度之理解與運用，亦有助於安全援助手冊中譯本常態性更新機制之建立，深化我國對美軍售制度掌握，並確保台美軍售（購）程序遂行。關鍵詞：台美軍售、軍事售予、安全援助、最終使用監控、黃金哨兵計畫
The thesis aims to provide a translation and annotated analysis of Chapter 8, “End Use Monitoring,” of the Security Assistance Management Manual (SAMM), promulgated by the U.S. Defense Security Cooperation Agency. The primary objective is to bridge the critical translation gap in regulatory document pertaining to the Republic of China (Taiwan) Armed Forces in the implementation of U.S. Foreign Military Sales, while also analyzing the legal foundation of Taiwan-U.S. military cooperation and the mechanism by which the United States executes security assistance.To ensure the accuracy and practical applicability of the translation and annotations, this thesis references the Ministry of National Defense’s publication: “Chinese translation of Chapters 1 through 7 of the SAMM” and constructs a corresponding parallel text. The author further conducts systematic terminology comparisons and provides contextual annotations, with the additional support from procurement officers at the Defense Procurement Office.The outcomes of this annotated translation and analysis will contribute to improving the understanding and application of EUM procedures among military procurement personnel and frontline units. Furthermore, the study will benefit the establishment of a standardized mechanism for updating the Chinese translation of the SAMM, thereby strengthening Taiwan’s institutional grasp of the U.S. arms sales framework and ensuring the proper execution of bilateral FMS processes.Keywords: Taiwan-U.S. Arms Sales, Foreign Military Sales, Security Assistance, End-Use Monitoring, Golden Sentry Program
