Abstract

台灣為海島型國家,四面環海,包含多種不同水域環境,如:海邊、水圳、港口、溪河等,密布於全島,國民接觸水域的機會甚多,不過根據政府統計,每年仍發生因溺水導致之意外,經常危害到人身財產的安全,甚至造成家庭悲劇的發生,因此水域安全教育的推行尤其重要。因此,本研究鎖定水域運動推動者作為研究對象,並藉由質性研究之訪談法與內容分析法來探討民間水域安全課程推動游泳及水域安全相關課程之阻礙與促進因素。研究目的: 一、探討及歸納水域運動推動者推動水域安全教育之阻礙因素。 二、探討及歸納水域運動推動者推動水域安全教育之促進因素。 研究發現: 一、阻礙因素:經費不足之預算因素、授課時間及時數之課程因素、政策法令因素、家長觀念及態度、設施場地不夠、人力不足。 二、促進因素:證照由體育署統一頒發、口訣、科技輔助的加入。 最後,建議以實用性為主調整水域安全教育的課程內容,並建議政府透過政策法令進行調整,例如:從學校教育新增水域安全教育課程,又或者政府單位透過舉辦活動或多管道的宣傳方式,將水域安全觀念普及化,以探討最適合的推廣方式,增加促進、減少阻礙之推廣水域安全之因素,使人人皆有自救、救生的觀念及技能,以達到國民零溺死之最終目標。
Taiwan is an island not only surrounded by the sea, but also includes a wide range of waters such as seashore, canal, port, and river. As such, residents in Taiwan have lots of opportunities of reaching these areas. Unfortunately, according to the official statistics, deaths by drowning has not only infringed human safety, but also led to family tragedy. Therefore, the promotion on water safety can never be too exaggerated. In the hope of fostering the goal, this research focuses on studying the critical elements which either hinder or facilitate water education in water sports promoters. As the study reveal, barriers are, for instance, insufficient budget, limitation of time and duration of courses, parental perspectives, and the lack of facilities and manpower, etc. On the contrary, facilitating elements could possibly be having authorized licenses, mnemonic phrases, technology assistances, etc. Lastly, to achieve the ultimate target of reaching none- civics drowning, suggestions are given to the authority. For example, increasing water safety related courses in school, holding events via various access in order to popularize concepts of water safety.
