都更危老推動師培訓探討

Abstract
政府自民國87年公布都市更新條例以來,成效未臻理想,至105年共核定448件,面積1,350,100平方公尺,平均一年不到25件,歷經了9次修法,其中「都市危險及老舊建築物加速改建條例」為了加速老屋改建,讓老屋改建開始有了轉機。但面對全臺高達450多萬戶超過30年屋齡老屋,危險老舊建築物改建速度,在高地震帶的臺灣仍只能算是杯水車薪,必須加速推動以維護民眾居住安全。全臺各地政府,到目前已培訓30,000多位推動師,但培訓計畫之執行,取得推動師資格者實際推動整合之成效並不符理想,這些推動師至111年為止,有成案報核者約10%左右,可見目前的培訓機制存有很大的缺口尚待研析改善。本研究以「推動師培訓探討」為題,探討推動師培訓機制,報名受訓學員的甄選編組、個案教學、多元互動、課程質量、標準教材、評核方式,訓練單位品質等,期盼能完善優化現有推動師培訓機制。本研究透過專家訪談及法令政策實施效果分析等方式,發現推動師培訓,需掌握以下各核心要點,都更危老法規基本認識、跨領域甄選與編組,加強個案教學及小組討論、養成務實態度面對溝通整合。並依照「都更危老整合人職能基準」將知識、技能、倫理道德納入課程、統一師資培訓、標準教材、掌握題庫及多元評量方式。再者,培訓單位應具有TTQS認證,辦理勞動部品質認證ICAP課程,才能建立出完善培訓機制,以強化民眾對推動師的信任,最後培訓出社區及實施者所認同、並可信任的優秀都更危老整合推動師及團隊,讓民眾了解並願意參與都更危老。綜上,為了加強培訓誘因,本研究建議,除了以培訓方式養成推動師,未來應加入證照培訓機制,新增商業團體類別,營造出「人必歸業,業必歸會」之商業模式,以協助政府設立「都更危老整合業管理條例」,使危老都更業務進入一個新的里程碑。關鍵詞:都更危老、推動人員、培訓單位、職能基準、評核標準、TTQS、ICAP認證
Since the promulgation of the Urban Renewal Housing Ordinance in 1998, the results have not been perfected. By 2015, a total of 448 projects were approved, with a construction area of 1,350,100 square meters, with an average of less than 25 projects a year. After 9 amendments to the law, the"Urban Dangerous and Old Accelerated Project Reconstruction Regulations", which has accelerated the old renovation plan, has made the old house renovation platform turn around. However, in the face of more than 4.5 million old houses over 30 years old in Taiwan, the reconstruction speed of dilapidated and old buildings is still only a drop in the bucket in Taiwan, an earthquake-prone area. It must be accelerated to maintain the safety of people's lives. Governments across Taiwan have trained more than 30,000 facilitators so far, but the implementation of the training plan, those who have obtained the qualifications of facilitators to actually promote the integration are not satisfactory. By 2022, these facilitators will have about About 10%, it can be seen that there is a big gap in the current training mechanism, which needs to be studied, analyzed and improved. The topic of this research is"Exploring the Promotion of Teacher Training" to explore the mechanism of promoting teacher training, the selection and grouping of registered trainees, case teaching, multi-interaction, course quality, standard teaching materials, assessment methods, and the quality of training units. Improve the existing training mechanism. Through expert interviews and analysis of the implementation results of laws and policies, this research finds that the training promoters need to master the following corepoints, all of which include a basic understanding of dangerous laws and regulations, cross-field selection and grouping, strengthening case teaching and group discussions, and developing a pragmatic attitude. Integration of communication. And in accordance with the"Benchmarks for the Functions of Dangerous Elderly Integrators", knowledge, skills, ethics and morality are incorporated into the curriculum, unified teacher training, standard teaching materials, mastery of question banks and multiple evaluation methods. Furthermore, the training unit should have TTQS certification before it can apply for the ICAP course certified by the Ministry of Labor, so as to establish a perfect training mechanism to strengthen the public's trust in the promoters. Finally, train the excellent integration promoters and teams recognized and trusted by the community and implementers, so that the public can understand and be willing to participate.To sum up, in order to strengthen the incentives for training, this study suggests that, in addition to training facilitators, a license training mechanism should be added in the future, and new business groups should be added to create a business model of"people must return to work, and industry must return to society". To assist the government in establishing the "Regulations on the Management of the Integrated Industry of Dangerous and Elderly Services", which will bring the business of Dangerous and Elderly City into a new milestone.
