中國的電業自由化改革及電力市場建立之研究: 以可再生能源電力發展為例

dc.description.abstract借鑑於多個國家的改革經驗,中國於2002年開啟進一步的電力體制改革,並試圖建立自由化的電力市場。雖然過程中曾暫停過一段時間,但國際因素與國內因素的相互影響,為2014年末中國的新一輪電力體制改革,帶來新的契機。而作為著名的社會主義國家,選擇在電力產業引入市場機制,揮別過去的國家壟斷狀態,是中國電力體制改革受到各方矚目的重要原因。 本研究發現中國基於國際氣候協議、國內環境汙染及國家能源戰略考量等因素,希望進行能源轉型、發展可再生能源,並希望透過電力體制改革及自由化電力市場的建立,促進國家可再生能源電力產業的發展,以達成國家的政治性及經濟性目標。 本研究回顧中國從2002年至 2016年的改革歷程,以及促進可再生能源發展的運作模式與實際案例,分析中國電力體制改革所遇之困境與解決之道為何。同時發現中國政府透過國家機關與國有企業的相互配合,一步一步改革國家電力產業,推動可再生能源電力成長。而國家機關與國有企業於中國電力產業改革中扮演的重要角色,符合了國家資本主義之論述。而中國的電力改革經驗,能夠為台灣的電力體制改革、電業自由化及可再生能源發展提供經驗及參考。 關鍵字:中國電力體制改革、可再生能源電力、電力自由化、電力市場、國家資本主義zh_TW
dc.description.abstractAfter learning many countries’ reform experiences, China started to restructure its power industry in 2002 and tried to build up a liberalized electricity market. Although this process stopped for a period of time, several international and domestic factors brought an opportunity for a new round of power industry reform in 2014. As a famous socialist country, China’s introduction of the market mechanism into the power industry and decrease of the state’s monopoly have drawn a lot of attentions to its power reform. This study finds that China developed renewable energy because of the international climate agreements, domestic pollution problems, and its energy strategy. China hoped the development of renewable energy, which includes restructuring the power industry and building a liberalized power market, can accomplish its political and economic goals. By reviewing China’s reform from 2002 to 2016, including the mode of operation and the cases of promoting the renewable energy, this study analyzes the dilemmas of power industry reform and its solutions. This study also finds that the Chinese government played an important role in restructuring the power industry through state apparatus and state-owned businesses. This supports the argument of state capitalism. China’s power industry deregulation can offer experiences to Taiwan’s power industry reform, the liberalization of Taiwan’s electricity industry, and Taiwan’s development of renewable energy.
