dc.description.abstract近年來航空運輸業發展快速,藉飛航操作品質保證Flight Operations Quality Assurance (簡稱FOQA)來提升及保障飛行安全成了各航空業者重視的焦點,本論文通過對FOQA系統的分析和介紹,讓飛行安全管理操作者能藉由這些數據來進行一般性安全事件調查和統計分析,來改正飛行操作階段的缺陷,合理的利用飛行數據來減少飛行安全上的潛在風險,降低飛機意外事件與重大失事事件確保飛行安全。然而這些年隨著航空業載客、貨量的急遽成長及航程的延長,FOQA系統是唯一能夠直接的説明並幫助航空公司發現問題並找出真正問題所在,將有助於對所屬各個機隊,甚至飛航組員個人飛行技術上的偏離進行安全監管,甚至必要時需藉由加強地面學科及額外的模擬機訓練來改正偏離操作。因此去擷取平日航班的飛行資料來偵測偏離操作事件,再去評估分析掌握各機隊的飛行操作特性與技術水平,對各機隊的安全保障有著重要的指標性意義,也讓飛航操作品質保證FOQA系統成為安全監測上重要的分析工具。故如何藉由FOQA系統數據的擷取,去轉換成顯著的且有效性的分析模組,並讓參考數據變成具參考價值的風險指標為本論文探討的重點。zh_TW

The use of Flight Operations Quality Assurance (FOQA) to improve and ensure flight safety has become the focus of attention of all aviation companies. This paper analyzes and introduces the FOQA system to allow flight Safety management operators can use these data to conduct general safety incident investigations and statistical analysis, to correct deficiencies in the flight operation stage, and to use flight data reasonably to reduce potential risks in flight safety, and to reduce aircraft accidents and major accidents Ensure flight safety.However, in recent years, with the rapid growth of passenger and cargo capacity in the aviation industry, and the extension of voyages, the FOQA system is the only one that can directly explain and help airlines find problems and find out the real problems, which will help each fleet. , And even the flight crew’s personal flight technical deviations are subject to safety supervision, and even if necessary, it is necessary to strengthen the ground discipline and additional simulator training to correct the deviation operations.Therefore, to capture the flight data of weekday flights to detect deviation operation events, and then to evaluate and analyze the flight operation characteristics and technical level of each fleet.
