dc.description.abstract 本研究旨在探討我國公立國民中小學教師退休制度實施之現況及改革之意見,並綜合意見,提出改革建議,以供相關機關制定政策之參考。 本研究主要採調查研究法,輔以訪談法,分別以自編問卷,針對退休人數眾多之臺北縣板橋區國民中小學教育人員進行抽樣調查,經有效回收問卷402份,所得資料以SPSS10.0中文版套裝軟體,進行次數分配、百分比及卡方檢定(χ-square test),加以分析意見同意度及不同背景變項意見差異考驗,另訪談受訪者八人,以瞭解渠等對退休制度之看法,經彙整問卷調查及訪談結果後,得出以下主要結論: 一、退休可促教師年輕化。 二、教師退休,雖減少現職人事費,但反而增加整體人事費用。 三、中央應補助部分基層教師退休部分經費。 四、現行退休基金之提撥率雖合理,亦得修法酌予提高。 五、基層教師提早退休風潮原因,係擔心退休制度改變。 六、退休後再任公職,應停領月退休金。 七、應刪除55歲退休加發五個基數之規定。 八、不宜驟然取消18%優惠存款利息。 九、退休制度改革,宜自新進人員開始適用。 根據上述主要結論,本研究分別對立法機關、教育主管機關、學校行政單位及教師提出具體建議。 zh_TW
dc.description.abstract The main purpose of this research is to discuss the present situation of teachers’ retire system of public elementary and middle schools. Moreover, this research provides suggestion and reference for policy making institution. This research uses investigation methodology with interview and questionnaire for the most retired population from elementary and middle schools in Bangiao Taipei county by sample investigation. From the 402 of questionnaire according SPSS10.0, to process times assignment, the percentile and x-square test, performs to analyze the opinion agreement and difference between several background and opinions. Otherwise, after interviewing eight people, we consult and collect the conclusion as below. 1.Retirement will speed up the teacher to be youth. 2.Retirement will reduce current variable expense but the total expense will be raised. 3.Government should subsidize the entry level teachers to retire the partial funds. 4.Current races of retire fund should be adjusted by law makers. 5.The teachers at entry level decide to retire earlier due to worry about any change on retire system. 6.After retire, people who keep staying in government system should not receive any retire fund during the period. 7.Should change the law regarding to get five additional points on fund after retire from 55 years old. 8.Should not stop 18% deposit interest rate for government officers. 9.The new rule is suitable for coming employee. In conclusion, this research provides suggestion for policy making institution, educational institution, schools and teachers. en_US
