休閒與遊憩專業證照制度建構之研究

Abstract
本研究旨在探討休閒與遊憩領域中,產業界、官方與學術界對休閒與遊憩專業證照制度的建構要素與檢定科目的範圍與定位。本研究以產官學界對休閒與遊憩專業證照建構之條件為自變項,證照制度的建構要素與檢定科目的範圍與定位為依變項。在問卷調查的部分,實際發出707份的問卷,回收總樣本為201份,剔除無效問卷後,有效問卷為196份,回收問卷率為28.43%。本研究利用卡方檢定等統計方法分析後,主要研究結果如下:
一、休閒與遊憩專業證照制度的建構要素包含法源依據、主管機關、分級、更新方式、效用及資格限制。
(一)證照法規:休閒與遊憩證照需要立法。(二)主管機關:休閒與遊憩證照的主管機關為觀光局。(三)證照分級:休閒與遊憩證照需要分級,且分為三級。(四)證照更新:休閒與遊憩證照的期限為三年更新,且證照的研習訓練時數為20-40小時。(五)證照效用:休閒與遊憩證照的效用為優先獲得就業的機會。(六)資格限定:休閒與遊憩證照需要資格限定。
二、休閒與遊憩專業證照檢定科目包含休閒與遊憩專業基礎能力、休閒與遊憩環境管理、休閒與遊憩活動執行、休閒遊憩治療、休閒與遊憩行政管理五大領域,並依照檢定科目的定位分為必考科目或是選考科目,及基本能力或是進階考試。
(一)休閒與遊憩專業基礎能力:在基礎能力部份共有六科列入必考科目,一科列入必考或是選考皆可,且全部皆定位為基本能力。(二)休閒與遊憩環境管理:在環境管理部份共有三科列入必考科目,且全部皆定位為基本能力。(三)休閒與遊憩活動執行:在活動執行部份共有三科列入必考科目,且全部皆定位為基本能力。(四)休閒遊憩治療:在遊憩治療部份共有二科列入必考科目,二科列入選考科目,其中有一門定位為進階能力,其餘皆為基本能力。(五)休閒與遊憩行政管理:在行政管理部份共有三科列入必考科目,一科列入選考科目,其中有二門定位為進階能力,其餘皆為基本能力。
本研究依據研究結果,提出我國休閒與遊憩證照制度建構要素及檢定科目範圍與定位,以作為休閒與遊憩相關證照制度建構立法時之重要參考根據。
The purpose of this study is to investigate constructing of certified leisure and recreation professional system and the skills test courses of scope. This study takes the viewpoint of industrial, official, academic fields as independent variable, constructing of certified leisure and recreation professional system as dependent variable. The studies distributed 707 questionnaires, 201 questionnaires and were returned 196 questionnaires were valid. The valid rate arrived at 28.43%. Descriptive statistics, chi-square test were applied to data-analysis. The results of this study are: 1. Certified leisure and recreation professional system constructing included the laws& regulations, authoritative department, classification, update, effectiveness, and qualification ratifying. (1)The laws and regulations:The study showed that leisure and recreation certification should be lawmaking. (2)Authoritative department:The study showed that leisure and recreation certification authoritative department was the Tourism Bureau. (3)Classification:Leisure and recreation certification should be classified for 3-class classification. (4)Renew:The term of certification was three years. The hours of research and study training were 20-40 hours. (5)Effectiveness:The Effectiveness of certification was to have priority getting a job. (6)Qualification ratifying:The certification should be qualification ratifying. 2. There were five fields about recreation foundation level, natural resources recreation management, recreational programming, therapeutic recreation, leisure services management in the skills test courses of certified leisure. In the skills test, 6 required and 1 elective were in the foundation level. There were four professional competencies: (1)Natural Recreational Resources Management: There were three required courses. (2)Recreational Programming: There were three required courses. (3)Therapeutic Recreation: There were two required course. (4) Leisure Services Management: There were three required courses. Accordingly, this research would construct certified leisureand recreation professional system and the skills test courses of scope and location. Results of the study would provide guidance to the related organization when revising the law of leisure and recreation certificate in the future.
