從海權論觀點探討戰後日本的海權發展

Abstract

本文以馬漢海權論為研究的出發點，本理論是所有海權國家重要的理論依據。二戰過後，科技發展和國際情勢的轉變，馬漢海權理論也產生觀念上轉變，海權理論由完全的軍事力量轉化成為對於海洋利益的追求和海洋資源的研究與開發。本文以二戰過後日本海權發展作為研究。二戰過後的日本，除了軍事力量被迫受限於新憲法的制約外，又受到新的海權觀念影響，進而建立出二戰後的新海洋戰戰略。除了日本新的海洋戰略外，本文也舉出日本海權的具體案例，探討二戰後日本海權發展情形，及日本海權發展對於日本國內和周邊各國的影響。

The study is based on Mahan’s Sea Power Theory, which is the important reference for all sea power countries. After World War II, with the development of the technology and the changing in international situations, Mahan’s Sea Power Theory had conceptual changes. Sea Power Theory, from complete military power, changed in pursuing marine interest and the research and development of the marine resources. The article studies Japanese sea power after World War II, after which it is not only constrained from new Constitution but also influenced by the new sea power concept. Therefore, Japan established new maritime strategies after World War II. Besides new Japanese maritime strategies, the article proposes concrete cases of Japanese sea power, discussing the sea power development of Japan after World War II and the influences it had to the country itself and the peripheral countries.
