Abstract
本研究目的旨在探討「精準訓練」的內涵˴實證發展程序對組織成員及就業者「職場準備度」的養成是否能達成讓組織競爭力及獲利成長的要求。精準訓練始於企業組織市場競爭需求所設定之訓練目標,成於建立組織成熟度以回應市場環境變遷並創造組織營收成長的能力,讓組織成員及就業者「職場準備度」達成企業組織年度營運方針要求及短中長期階段性企業策略發展所需「職能」創造人才的投資高報酬率及每位員工的高獲利能力。鑑此經由探討人才發展品質系統、職能基準、國家職能導向課程所執行的方法論是否能與企業策略及營運目標精準連結,確保未來精準訓練實施時可達成本研究的目的。 「精準訓練」將運用領先指標、預期成效、課程關聯、訓練規劃、課程大綱、課程教材、教學方法、教學設計、教學時間、講師能耐、學員投入、學員信心、學員承諾、學習評量、成果驗證、訓練行為遷移、職場準備度、訓練成效完成「人才發展品質」成效評估並做成精準訓練管理手冊運用在企業營運、品牌、獲利、接班、創新、競爭、領導、團隊、訓練、績效、升遷、留任、發展、敬業、專業等人才品質管理上。因此未來企業組織要求精準有效「職場準備度」及「行為指標」的訓練將是「人才發展品質」成效評估的趨勢,而「精準訓練」也必然成為人力資源成熟度、組織管理成熟度、前瞻創新成熟度、卓越經營成熟度衡量的標準指標。 本研究是以輔導糕餅烘培產業個案之人才發展品質管理系統(TTQS)及轉換技能檢定為職能基準並據以發展職能導向課程認證(ICAP)模式,找出「精準訓練」內涵及發展程序實證基礎,為企業人才發展競爭力找到源頭活水。儘管執行過程最終證明無法達成精準訓練標準及通過認證,但也開啟了新的研究歷程未來也會藉不同輔導個案驗證「精準訓練」內涵及發展程序找到「人才發展品質」成效評估更寬廣道路。
The purpose of this study is to explore the connotation of "Precise Training" and to demonstrate whether the development process can meet the requirements of the organization's members and the "workplace readiness" of the employees to achieve organizational competitiveness and profitable growth. Accurate training begins with the training objectives set by the company's market competition requirements. It is the ability to establish organizational maturity in response to changes in the market environment and to create organizational revenue growth, so that the organization's members and employees can achieve the organization's annual Goal. The operational policy required for the development of short-term, medium- and long-term corporate strategies create high return on Talent investment and high profitability of each employee. In view of this, the methodology implemented by the Talent Quality-management System, iCAP courses can be accurately linked with organizational competitiveness and profitable growth Goal. "Precision Training" will use leading indicators, expected results, curriculum relevance, training planning, syllabus, course materials, teaching methods, instructional design, teaching time, lecturer ability, Trainee input, Trainee confidence, Trainee commitment, learning assessment, results Verification, Transfer of Training, Workplace Readiness, Appraisal of Effectiveness Completion of “Talent Quality-management System” effectiveness assessment and implementation of Precision Training management manual for business operations, branding, profitability, succession, innovation, competition, leadership, team, training, performance , promotion, retention, development, dedication, professional and other talent quality management. Therefore, in the future, the organization's requirements for accurate and effective "workplace readiness" and "behavioral indicators" will be the trend of "quality of talent development", and "Precise Training" will inevitably become human resource maturity, organizational management maturity, and forward-looking. Standard indicators for measuring the maturity of innovation and the maturity of operational excellence main idicator. This study is based on the Talent Quality-management System (TTQS) and the Conversion Skills Verification of the Pastry Baking Industry Case and the Development of the Competency-Based Program-CBP (ICAP) model to find out the meaning of "Precise Training" and the development process. The foundation is to find the source of living water for the development of enterprise talents. Although the implementation process has finally proved that it is impossible to achieve the standards of precision training and certification, it has also opened up a new research process. In the future, we will use different tutorials to verify the meaning of "Precise Training" and the development process to find a broader road to the evaluation of the effectiveness of " Talent Quality-management System ".
