Abstract: 本研究旨在分析臺灣2008~2014 媒體素養教育政策之發展與相關配套,並綜合分析之結果,提出可供臺灣媒體素養教育政策發展上之參考。 本研究以張芳全(2003)的政策分析架構對臺灣媒體素養教育政策進行分析,並採用深度訪談的方式,訪問有媒體素養教學經驗之國中小教師、種子學校執行人員探討其對近五年媒體素養教育政策的發展與看法,給與未來的媒體素養教育政策建議。本研究所得結論如下: 一、台灣媒體素養教育雖有政策,但卻缺乏相關配套與持續性的實踐 二、媒體素養政策執行人員認為政策規畫缺乏可行性與明確性 三、台灣近五年媒體素養教育有逐漸沉寂之趨勢 根據上述研究發現與結論,茲提供教育行政單位、學校行政單位與後續研究作為參考。
This study aims to analyze the implementation media literacy education policy in past five years, and provide an explanation on the issues deriving from the media literacy policy in Taiwan. This study applies Zhang (2003) policy analytical framework to analyze media literacy education policy.In-depth semi-structure interviews are applied as data collection method. Data is from the executives of policy implementation. This study obtains the following conclusions: 1. Although Taiwan has media literacy education policy, it is short of supporting policies and persistent practice. 2. Media literacy policy executives think the policy planning is short of clarity and feasibility. 3. Taiwan’s media literacy education gradually trends to silent in past five years.
