Abstract: 面對通訊科技所造成的學習革命,英、美等先進國家均建立數位學習網絡推動社區終身學習體系的發展,作為我國社區終身學習核心機構的社區大學,應如何建置社區數位學習網絡以因應此一趨勢,實為當務之急。本研究的目的為:(一)探討國外發展社區數位學習網絡以推動社區學習的策略。(二)分析我國社區大學推動社區數位學習網絡的現況、需求與問題。本研究採用文獻探討以歸納出推動社區數位學習網絡的策略;並召開專家審查會議擬訂調查表之因素層面及內涵,據以發展成為「我國社區大學推動社區數位學習網絡相關需求調查表」,以我國72所社區大學(原住民社區大學除外)為對象,進行量化資料的蒐集和分析;接著,發展出半結構式訪談大綱,從北、中、南、東選取9所社區大學進行深度訪談,以蒐集質性資料。經由分析討論後,發現我國社區大學目前無法全面推動社區學習網絡,對於社區學習網絡的建立亦呈現贊同與反對兩種意見,同時,面臨經費不足、專業人力不足、及缺乏合作夥伴組織等問題。本研究歸納出五項結論和提出五項建議,作為未來我國社區大學推動社區數位學習網絡之參考。
Facing the learning revolution of information technology, England, United States, and advanced countries have established digital learning networks and developed the lifelong learning systems in community. The community college as the core organization of community lifelong learning systems, it is urgent matter to establish the community digital learning network in accordance to this trend. The purposes of this study are: (1)Inquiring the developmental strategies of community digital learning networks in advanced countries; (2)Analyzing the present situation, the demand and the problem for community digital learning network of community college in Taiwan. This study summarized the developmental strategies of community digital learning networks from literature review, and convened a meeting of experts to develop the dimensions and contents of “The relative needs questionnaire for driving the digital learning network of community college in Taiwan”. There are 72 community colleges (e.g., it does not contain Aboriginal Community College) as the subject to collect the quantitative data with this questionnaire. We also developed some semi-structure questions according calculated quantitative data, and selected 9 community colleges from the North, Central, South, East in-depth interviews to collect the qualitative data. After the analysis and discussion of the data, we found the community colleges can’t drive digital learning network comprehensively, and have endorsed two opposed views, meanwhile, faced the problems of lacking of founds, professional manpower, cooperative partnerships and so on. This study summarized five conclusions and proposed five suggestions as the reference of driving community digital learning network of community college in Taiwan.
