Abstract

現代科學教育的首要目標,在於透過科學教育以培養科學人才,並提升全民的科 學素養。因應日新月異的新興科技發展以及社會對科技人才的需要,我國的科學 教育正努力強化將科學與科技素養融入於各級學校教育。立基於此,國科會積極 推動第一期高瞻計畫,並於去年(九十九年)達成落實科學紮根的初步階段目標。 為有效整合與延續高瞻計畫第一期的執行成果,並為第二期高瞻方案定下良好之 基石,本計畫擬成立高瞻計畫辦公室,有效統整資源,輔導、評估、推廣研發成 果,促進學術交流。計畫辦公室的主要任務為(1)辦理計畫徵求說明及邀請專 家參與管理考評;(2)建立合理的計畫管理機制以提供必要之行政支援;(3)進 行國內的推廣與交流,辦理包括成果交流研討會、偏鄉推廣、寫作工作坊等專業 發展與交流活動,使科技人才之培育工作向下扎根;(4)舉辦國際學術交流活動, 包括舉辦臺灣高瞻計畫與日本SSH 計畫的臺日科學教育交流研討會及舉辦國際 研討會交流科學與科技的教育改革的經驗與心得。
The goal of science education is to foster the development of science and technology talents while at the same time enhancing citizen’s scientific literacy. In response to the scientific and technological skills required for the future development of a knowledge-based society, science education should emphasize efforts on rooting scientific and technological literacy into school education. In Taiwan, to achieve the educational objective that science takes root in the educational system, an executive office will be established to manage the operations of the second High Scope program (HSP). The main tasks of the HSP executive office are to: (1) handle the work of call for proposals for innovative curriculum projects and invite experts for project evaluation; (2) set up project management systems to support the development and implementation of the projects; (3) promote interaction among different domestic educational communities, including conferences for project achievement sharing, dissemination of excellent project outcomes to outlying areas, and academic writing workshops for school teachers; (4) hold international academic activities to engage direct dialogue with researchers from different countries, including conferences between High Scope program of Taiwan and Super Science High School program in Japan and international conferences on science education reform.
