評而不用? 國民中學對學校評鑑結果應用之現況與影響因素探究

Abstract

本研究旨在探討學校評鑑結果在國民中學校內應用的現況,以及導致該應用現況的影響因素,並提出學校評鑑結果應用之建議,以做為未來相關研究或政策擬定之參考。研究採取質性研究,以臺北市作為研究縣市,並依照學校規模、評鑑結果等第等相關條件,選取曾參與105-106學年度學校評鑑之國民中學學校人員,包含校長、主任、教師等共15位,以半結構式訪談法進行資料分析。 綜合本研究之發現,獲得以下之結論:(1)學校評鑑結果應用之現況為:學校公告評鑑結果情況不一、學校人員對於評鑑結果接觸情形與反應不一、評鑑報告引導學校發展應用成效情形不一。(2)影響學校評鑑結果應用之因素為:學校既有的組織文化、學校例行業務繁忙、教師面對評鑑的心態、學校領導者的重視程度、教育局處的重視程度、評鑑委員與報告品質、社會脈絡。(3)學校評鑑結果應用之建議為:學校應調整學校教師面對評鑑的心態、學校應主動延續評鑑結果應用成效、學校平時應建立辦學事實與表現的數據資料庫、教育局處應減少過多繁瑣且向度重複的其他評鑑、教育局處應重視學校評鑑結果的後續追蹤、評鑑委員應聚焦評鑑範圍與報告內容,使目標明確易懂、評鑑委員的建議應考量學校實質脈絡。 最後依據上述結論對學校、教育局處、評鑑委員等對象提出建議,並重新繪製影響評鑑結果應用的綜合模式圖。
The purpose of this study aims to investigate the situation and impact factors of the utilization of the school evaluation results in junior high schools and provide suggestions for research and policy making. This study used qualitative methods. According to school size and school evaluation results, researcher interviewed fifteen school staffs, including principals, administrators and teachers, in junior high schools in Taipei City. All selected schools participated in 2016-2017 school evaluations. This study led to three conclusions. First, the situations of the utilization of school evaluation results, include the announcement of school evaluation results, the contact and reaction of the school staffs, school development, and school improvement based on evaluation report are inconsistent. Second, factors that influencing the use of the school evaluation results include existing organization culture in schools, busy school business, theattitude of teachers to school evaluation, school leaders, and local education authority, the quality of school evaluation committee and school evaluation reports, and the social context. Third, as to the suggestions to the utilization of school evaluation results, it is suggested that schools should adjust the attitude of school teachers to school evaluation, improve school based on school evaluation results, and establish a database of school facts and performances. Local education authority should eliminate other redundant and overlapped evaluations, pay attention to the utilization of evaluation result, and follow up on the effectiveness of school improvements. Evaluation committee should focus on evaluation criteria and contents to make them clearly and easily understood and provide suggestions that relate to school context. Based on the conclusions, this study provides some suggestions for schools, local governments of education, and school evaluation committee. Comprehensive model of the utilization of school evaluation is also provided.
