Abstract
This study aimed to explore the motivations, adaptation processes, and outcomes of Taiwanese youth participating in the Youth Delegation to Japan. Grounded in cross-cultural adaptation theory and transformative learning theory, the research focused on how participants addressed language barriers, cultural differences, and psychological challenges while engaging in cross-cultural exchanges. Using a qualitative research approach, the study conducted in-depth interviews and text analysis to systematically examine participants’ experiences and reflections, as well as the influence of programdesign on the effectiveness of cross-cultural learning. The findings revealed that participants’ motivations stemmed from a desire for personal growth and an awareness of their responsibility in promoting Taiwan-Japan grassroots diplomacy. During the adaptation process, participants successfully overcame linguistic and cultural challenges through pre-departure preparation, teamwork, and reflective learning, gradually integrating into the host culture. Moreover, the program encouraged participants to critically reassess their cultural values and enhanced their cross-cultural communication skills and global perspectives. The study also found that the program’s multi-faceted design, including political meetings, local inspections, and cultural exchanges, played a significant role in facilitating transformative learning and strengthening Taiwan-Japan grassroots relations. This study contributed to the academic discussion on youth international exchange programs and provided practical recommendations for future program design and implementation. These recommendations included strengthening pre-departure preparation, increasing post-program support and follow-up evaluation, and designing more engaging and reflective cultural interactions.
