探討地方創生職員之資訊行為與資訊世界圖—以日本地域振興協力隊臺灣籍隊員為例

| dc.description.abstract | 「地域振興協力隊」是日本總務省自2009年以來推動地方創生的政策措施之一,旨在吸引都市青壯年或外國人移居地方,從事農業、觀光推廣、社區營造等公共任務。隨著制度逐步開放外國籍人士申請,越來越多臺灣青年參與該制度,進入日本各地從事地方工作。然而,外籍協力隊員在跨文化環境中生活與工作的資訊行為樣貌及其影響因素,仍缺乏現有研究。本研究以任職於日本地域振興協力隊的臺灣籍隊員為對象,探討其任職前至任職期間的資訊需求、資訊來源、互動方式與資訊世界的變化。本研究採用質性研究方法,針對10位曾任或現任臺灣籍協力隊員進行半結構式訪談與繪製資訊世界圖(Information World Mapping, IWM)進行資料蒐集與分析。資訊世界圖法有助於受訪者圖像化其資訊互動網絡,呈現資訊來源的重要人物、場所與媒介,並探討其在不同任期階段的資訊世界之變化。研究結果顯示,隊員在任職前資訊需求集中於工作內容、制度理解、生活環境與前輩經驗,主要透過熟人介紹與網路搜尋(如Google、Facebook社團)進行。任職後,資訊行為逐漸轉為高度情境化,隊員仰賴在地行政單位、社區居民、活動場所等建立新的資訊網絡,資訊互動方式亦由單向接收轉為主動探索與雙向協作,反映出角色與身分由「制度申請者」轉變為「地方參與者」的歷程。部分隊員更進一步將資訊行為延伸至創業規劃與地方扎根,展現資訊行動的延續性與目的性。此外,本研究發現資訊取得的挑戰並非僅限於語言與媒介使用,更深層地涉及地方行政習慣、資訊公開文化與人際信任網絡。即便身處地方政府或支援機構中,若涉及內規、流程或文化默會知識時,資訊往往難以透明傳遞。特別在文化封閉、熟人社會色彩濃厚的地區,外籍隊員面臨較高的資訊可進入障礙,與文化開放地區相比,其資訊行為策略與適應歷程明顯不同。本研究亦指出,資訊行為具有顯著的個體差異,受隊員過往背景、任務性質與個人特質影響。有者擅長運用數位工具與社群媒介提升資訊效率,也有者傾向透過人際互動與地方實地參與累積知識與網絡,並調整資訊行為以配合未來生涯規劃。本研究觀察到資訊行為不僅是協力隊完成任務的技術手段,更是其身分認同建構與在地融合的重要過程。研究建議未來制度設計應強化前後輩交流機制、建立多語資訊平台,並導入制度彈性(如短期參與制度),同時鼓勵本國高等教育與地方政府合作設置「事前接觸機制」,以提升青年跨文化適應力與資訊行動力,促進制度永續與地方多元化發展。 | zh_TW |
| dc.description.abstract | The Chiiki Okoshi Kyōryokutai (Regional Revitalization Cooperation Program) is one of Japan's policy initiatives to promote regional revitalization. With the expansion of the program to include foreign nationals, an increasing number of young Taiwanese individuals have engaged in regional revitalization work across Japan. However, there remains a lack of research on the information needs and behaviors of foreign participants operating in cross-cultural environments. This study focuses on Taiwanese members of the program, exploring their information behavior before and during their tenure, as well as the evolving structure of their information worlds.Using a qualitative approach, this research employs the Information World Mapping (IWM) method for data collection and analysis. Findings indicate that before employment, participants primarily sought information related to job content, living conditions, and the experiences of former members—largely relying on informal interpersonal networks. During their tenure, as they encountered cross-cultural adaptation and workplace challenges, their modes of information interaction shifted, leading to the gradual development of new, community-centered information networks. The analysis of the IWM diagrams further illustrates changes in the key people, places, and tools involved in their information interactions.The study shows that information behavior is shaped not only by cultural adaptation processes but also by individuals' personal backgrounds and the availability of local support networks. Based on the findings, it is recommended that future program designs enhance communication between current and former members and offer multilingual information resources to improve information adaptability and support the local integration of foreign personnel. | en_US |
