教師實施線上課程、支持策略與增能之研究

Abstract

2021年嚴重特殊傳染性肺炎（下稱COVID-19）的爆發，導致臺灣中小學實體課程停止但不停學，全面進入線上課程。本文研究團隊以執行教育部國民及學教育署支持縣市精進教學計畫之任務，對於縣市線上課程進行了解並提出因應與建議。全文透過文獻探討、文件分析、深度訪談及問卷調查進行資料蒐集與分析，了解這波疫情當期間，國民中小學線上課程的實施架構與模式、分析教師實施線上教學的挑戰與因應，以及中央及地方主管教育行政機關於行政和專業提供線上課程支持的策略與增能規劃，進一步提出線上課程教師專業的增能課程。建議未來應視線上課程為另一種教學型態、教師持續增能與家長的支持為必要之條件，而線上課程的備觀議課相互學習，以及課程評鑑更是確保品質的關鍵。

During the outbreak of COVID-19 in 2021, the primary and secondary schools in Taiwan suspended physical courses. The schools did not stop teaching but transformed into online courses. In this paper, the research team carried out the task of supporting the advanced teaching plan by the K-12 Education Administration in cities and counties to understand online courses implementation and put forward measurements and suggestions. The study collects and analyzes data through literature review, document analysis, in-depth interviews and questionnaires to understand the implementation of online courses in primary and secondary schools during the pandemic, analyzes the challenges and responses of teachers in implementing online teaching, and explores the strategy and the empowerment plan of the central and the local educational administrations on the provision of online course support, and further proposes professional empowerment courses for online teachers. It is suggested that online courses should be considered as another form of teaching in future, and continuous improvements in teaching and the support from parents are essential. In addition, co-planning and class observation for online courses, and course assessment are the keys to ensure teaching quality.
