國合會派遣案華語教師在帛琉共和國所面對的教學問題與解決方案

Abstract

  本專業實務報告介紹了國際合作發展基金會派遣至帛琉共和國的華語教師於2014年八月至2018年七月派遣期間所面對的教學問題與解決方案。鑒於目前相關研究常以亞洲、歐洲、北美洲國家為背景,少有針對友邦或島嶼國家的教學情形報導,因此本報告針對帛琉的華語教學、當地的臺灣文化推廣活動、以及計畫整體背後的外交意義進行介紹。   本報告探討了派遣案在帛琉發展需面對的問題有:教學資源缺乏、文化差異、學習動機不足、如何在中國「以商逼政」的壓力下強化帛琉人與臺灣人民和社會的連結;以及經由現場教學活動及其他活動的實施,可能可行的解決方案有:兼顧深度(華語班的開設向下延伸至高中生)和廣度(校外教學活動、巡迴演講、臺灣文化推廣活動)的開發、以及和上述活動互為表裡的臺灣獎學金推廣方針。   針對國合會派遣案在帛琉的發展情況,筆者提出了以下結論:帛琉華語學習者改變,已經從短期追求速效的現實需求(和當地中國人互動)進入長期的穩定需求(赴臺就學、與臺灣社會建立連結);教材需針對帛琉學習者需求編纂,並在設計足夠引起學生動機的教學活動和青少年班級經營之間取得平衡;教師在帛琉需調整教學心態,適應因為帛琉社會文化所造成之當地學習者與臺灣學習者的差異,以避免學習者動機消失。
  This thesis introduces the teaching issues a Taiwan ICDF Mandarin teacher in the Republic of Palau was facing and some solutions from August 2014 to July 2018. Since the major research are based on Asian, European and American countries, we rarely have records aiming at island countries or diplomatic allies of Taiwan. Therefore, this thesis focuses on introducing the Mandarin teaching in Palau, the Taiwanese cultural promotion locally and the diplomatic significance of the project.   This thesis discussed the issues of developing the project in Palau: lack of teaching materials, cultural differences, lack of motivation, and the necessity of strengthen Palauans’ connection with Taiwan’s people and society under the stress from China. As well as likely solutions based on the practice of teaching and other activities such as extending Mandarin classes, field trips, tour talk, cultural promotion and scholarship project.   Conclusions about the development of the ICDF Mandarin teaching project in Palau are: the learning need of Mandarin in Palau has become a long-term and stable need, it’s necessary to find a balance between rising teenage learners’ motivation and proper classroom management when creating teaching materials that meet the learner’s needs, and the teacher should adapt their mindset to accept Palauan culture and the result of the difference between Palauan learners and learners in Taiwan so as not to decrease the learners’ motivation.
