以資源整合觀點探究九九峰生態藝術園區經營之研究

Abstract

位於南投縣草屯鎮的「九九峰生態藝術園區」是過去「國家藝術村」的預定地，因天災延宕沉寂多年，在近幾年創意經濟思維蓬勃熱門的環境氛圍下，由國立台灣美術館代管轉為國立工藝研究發展中心全權管理，經過3年的整建，終於2014年8月25日開幕對民眾開放，並規劃成為台灣生態、藝術、綠能的創作基地，期望藉以吸引國際視聽增強國家能見度，然而這樣的規劃仍舊令民眾感覺曲高和寡，且園區的經營本身就面臨了財政困頓的問題，也改變不了平林里社區逐年凋零的問題。

本研究選擇鄰近台灣的日本「越後妻有大地藝術祭」作為「藝之森─九九峰生態藝術園區」成功案例的參照，乃因其策展人北川富朗先生之整合能力，以藝術的手段讓凋零的農村重新找到再生的契機，是個值得台灣學習與思考的借鏡。

因此，本研究從資源整合的經營管理角度出發，以個案研究及訪談法來進行案例的探討，理解個案間在經營發展與資源利用的狀況，透過訪談分析與研究結果認為：九九峰生態藝術園區應屏除園區經營的侷限，促進民眾參與及尋求資源整合人才，整合藝術與自然兩項大地藝術之關鍵核心。以規畫長期經營策略首要業務，結合大地藝術節慶，形塑台灣里山文化，達到藝術、土地與人的共生和諧。

希冀透過本研究論文，可以激發更多人對此議題有更多的探討，集結眾人的力量，作出更具體與完善的規畫，為九九峰生態藝術園區許一個美好的未來，並成為政府制定政策的參考。Caotun Township, Nantou County, The Jiu-Jiu Peaks Ecology and Art Park was the pre-planning location of National Arts Village, but this project developing process was delayed for years because of the natural disasters. Recently the thought of The Cultural and Creative Industries(TCCI) rising and expansion in society significantly, and National Taiwan Craft Research Institute received the full right of management from National Taiwan Museum of Fine Arts who was temporarily acting for management. Finally, The project opened to people in 25th August, 2014, after 3-years rebuilding. It was designed to be the developing base of natural ecosystems, art, and green energy in Taiwan. Its goal is to attract international attention and promote Taiwan reputation. But the people felt that such planning is still Caviar to the general. And it is hard to resolve the gradually decline problem of Pin-Lin Community, even the project was suffered financial difficulties in inner operation.

The reason of my Choice for the Echigo-Tsumari Art Triennial in Japan, which is near Taiwan,to become the successful reference model of Jiu-Jiu Peaks Ecology and Art Park in my researching subject, is that because of its curator, Fram Kitagawa. He used his task-integrated ability to make feeble villages reborn in an aesthetic method. It is very worth for Taiwan to learn.

Therefore, my study starts from the standpoint of resource integration management, and look into cases by Case study Research and In-depth interviews. We can understand the situation of resource management between the project cases,By using in-depth interview and discourse analysis, the result tells that Jiu-Jiu Peaks Ecology and Art Park should find its breakthrough situation on the management, promote people to participate in and seek talented person who is excellent in resource integration, combine the two key core value of Land Art, which mean art and natural. The first task is planning a long-term tactic to merge Land Art festival, create Satoyama Culture in Taiwan. At last, it can make art, human and natural exist harmoniously.

I expect that my research could inspire more and more discussions on these issues, then gather the power of people to make a perfect and definite plan which can give the Jiu-Jiu Peaks Ecology And Art Park a wonderful future and become reference to government policy.
