臺灣文化資產再利用之探討-以竹北林姓聚落「新瓦屋」之發展計畫為例

Abstract

本研究主要係藉由了解國內、外文化資產及其再利用之意義與歷程，以及參考相關案例之發展情形，探討本個案竹北林姓聚落「新瓦屋」之於臺灣文化資產再利用所產生的影響，及聚落文化資產的根本價值延續、傳承與創新等問題，進而評估「新瓦屋」未來再發展的方向規劃，作為後續研究相關議題之經驗基礎，並有所貢獻。 因此本研究透過各個角度探究「新瓦屋」的使用者及決策者之想法，主要採行文獻分析法、深度訪談法及問卷調查法等，將獲致之結果輔以統計分析法，進一步綜合專家耆老之意見提出「新瓦屋」發展建議，期探究聚落的保存、操作及「再利用」的積極性意義與目的。 研究發現「新瓦屋」為竹北具歷史保存意義的聚落之一，且已有社區共識之基礎，惟政策的變動產生居民不信任感，加以都市計畫而使保存工作推動不易等因素，其文化資產亟需保存、延續及連結，故應從「文化特色在地呈顯」之概念出發，對內著重教育的累積扎根，對外推展新竹縣的文化體驗及整體行銷，使在地特色彰顯，進而型塑全區整體發展之策略，並建立與居民的溝通管道，如此聚落保存工作將可相輔相成。

This study explores the influence generated by the case of the Lin Settlement “Hsin-Wa-Wu” of Chu-bei, to better understand the domestic and foreign significance and progress of cultural property reuse, following the development of related cases. Other issues such as continuation,inheritance, and innovation of the fundamental value of settlement cultural property will be assessed as an experience base for follow-up research topics and a contribution to the academic society. Thus, this study investigates the mindset of users and policymakers on “Hsin-Wa-Wu” from every angle, adopting reference documents analyzing, In-depth Interviews, and questionnaire surveys. The result, assisted with statistical analysis method, will be integrated with ideas and opinions from professionals, discussing more in-depth about the initiative significance and purpose of cultural property “reuse”. Nevertheless, the study found that “Hsin-Wa-Wu” being one of the very remarkable historical remain in Chu-bei, has received local community’s reorganization and agreement. However, the unstable political issues still cause unsetting emotion for the community. In addition, the urban planning project also interfere with the cultural conservation plan, which is in desperate need to protect, sustain, and connect. Therefore, the concept of “display cultural significance in local content” is a strategy for this situation. Since the internal foundation is to recognize the value of education from the root to the top, thus the external promotion can focus on the cultural experiment and marketing in Hsin-chu County. Nevertheless, ways to assist the conservation of cultural property, also includes the enhancement of local significance, redevelopment of the overall community, and the establishment in the communication with the local people.
