Abstract
本研究旨在批判性檢視文化主導再生的成效與影響,如何以文化旗艦場館形 塑地方意象,以符合文化、社會、經濟互利的永續發展趨勢。首先定義與解釋文化 主導再生的基本概念,疏理文化旗艦場館在都市再生中扮演的角色,提供本研究方 向的脈絡。再以Bianchini(1993)提出的三大矛盾為理論基礎:空間評估的矛盾 、 經濟發展的矛盾、文化投資的矛盾作評論與分析。研究方法以波爾多的葡萄酒之城為研究對象,探析波爾多如何以其帶動都市再生。本研究並透過與當地居民、館員、與遊客的深度訪談、文獻分析以及直接觀察,根據個案與三個構面之產出結果交叉比對檢驗,反思其可能面臨的困境與利弊。欲透過波爾多的例子,找到文化旗艦場館在城市下文化規劃的缺口,對未來更多文化再生計畫予以適切建議與反思。
The research aims to discuss the impact of cultural-led regeneration via using cultural flagships to incarnate the image of the place so as to coordinate with sustainable development. Therefore, this research starts with a brief introduction of culture-led regeneration and probes the role of cultural flagship project in urban regeneration in order to elaborate their sequences in the dissertation. The methodology is followed by the discussion of Bianchini’s three big dilemmas determinants of cultural policy: spatial dilemma, cultural funding dilemma and economic development dilemma in order to achieve the research object.This dissertation looks at the case of La Cité du Vin located in the French city of Bordeaux in order to analyze how Bordeaux uses La Cité du Vin to ignite its urban regeneration. Based on the framework of Bianchini’s theory, this study examines the influences of cultural policy and its relation between culture-led regeneration. On the other hand, various opinions are divided among residents, museum planners, outsiders, field work and literature analysis with different perspectives andapproaches. All in all, the author would like to probe what pros and cons the cultural flagship under city cultural policy would collide to give some suggestions and considerations in further cultural-led regeneration projects.
