Abstract

本研究目的有二:ㄧ、原能會教育訓練的探究;二、影響原能會新進人員的學習因素,以原能會教育訓練為範疇。因此,本研究方式包含三個部分。ㄧ、檔案內容分析,從原能會教育訓練資料整理,建構原能會各單位職能分析表、建構原能會整體教育訓練架構圖與規劃表、建構原能會視察員證書取得流程分析;二、問卷調查,此部分為量化研究,從第一部分的建構中,延伸相關影響學習的研究問題,目的在瞭解原能會新進人員對工作環境適應、整體教育訓練、公務人員教育訓練、視察員證書訓練與規劃、加速學習相關因素的認知與情意;三、質性訪談,為深入瞭解教育訓練課程對新進人員的學習影響,包含參與教育訓練所面臨的困難、那對基礎課程、自行研讀與見習課程改善相關建議、本身工作業務上所遭遇的困難點、本身工作業務上所需的教育訓練需求。學習因素研究的範疇聚焦在原能會的教育訓練課程實施狀況,即課程執行與職能習得的關係、新進人員對教育訓練的認知為本研究欲探討的重點,進而找出影響學習之因素,提供原能會辦理教育訓練相關之建議。 本研究對原能會教育訓練於ㄧ、原能會教育訓練之整體規劃;二、原能會視察員分級制度落實;三、原能會教育訓練開課時間問題;提出相關問題與建議。本研究對教育訓練影響學習之相關建議為:ㄧ、新進人員集中實務訓練,對新進人員適應工作環境成效良好; 二、原能會整體教育訓練,建構大方向性的架構圖或學習地圖,讓教育訓練資訊活化,甚至會內人員擁有學習護照,在面對琳瑯滿目的訓練時,知道此次訓練的目的地,對整體訓練有方向性與初步概念; 三、資深視察員經驗傳承的重要性,實務訓練課程在相關職能學習助益相對最大,資深視察員的帶領學習是主要學習過程,面臨屆齡退休潮,資深視察員帶領人力有限,對此,若能將其相關知識與經驗轉化為教材、案例,以文字教材或相關多媒體保存其寶貴經驗實為重要。
The purpose of this study was to understand the current Atomic Energy Council’s educational training and the learning effects to new staff.The learning effects focus on the influence of educational training for the category. This study mode consists of three parts: 1.File content analysis. Due to original data of current Atomic Energy Council’s educational training , this study construct the competence table of Atomic Energy Council’s units and doing the research to the new staff. 2.Questionnaires. Its purpose aims at understanding the original of new staff for the adapt to the work, the overall education and training, civil servants educational training, inspectors certificate training and plan , and also the accelerated learning relevant factors . 3.Qualitative interviews. In order to understand the block of executing education training , this study does the survey by interviews, including the participation of the difficulties, basic courses, self-study and trainee curriculum improvement recommendations. According to conclusion, we find out some results as following 1.Overall planning of educational training is important , even the construction of large directional chart or learning map is more active. 2. Curriculum issues that affects learning. 3.New staff training is helpful for new staff to adapt to the work environment . 4.The importance of experience in senior inspectors heritage. Practical training courses is the most helpful in relatively competence .As facing the influx of retirement , led by senior inspectors to limited manpower.Therefore to keep the knowledge and experiences into teaching resources ,as cases study or textbooks is indeed important.
