移人之聲：廣播節目《幸福北台灣》的跨國婚姻、就業創業與公共評論

Abstract

過往聚焦在主流媒體對移民/移工的媒體再現研究皆指出，主流媒體主要以他者化、負面以及弱勢的框架來建構（東南亞）移民/移工的媒體形象。如此「被再現」的結果，不斷加深此族群的弱勢處境，形成一種雪上加霜的惡性循環。本研究透過有別於主流媒體的視角，以「新住民採訪新住民」的廣播節目《幸福北台灣》為研究對象，從節目文本分析，去探討此節目當中當代移人的跨國婚姻圖像、就業創業經驗的再現，以及初探移人透過公共評論實現移人集體再現與文化公民參與的實踐。 研究發現，《幸福北台灣》從「我群/我們」的角度出發，透過移人的現身說法，再現了當代移人多樣性且正向的圖像。在跨國婚姻方面，透過一波三折到第三段婚姻才找到幸福、從「教育式的愛」到平等互助的雙向奔「付」、戀愛很美好但婚後很骨感、以及面對婚姻權力關係極度不平等的破繭蛻變等四個婚姻故事文本，發現當代移人的婚姻呈現出豐富多樣且各具特色的圖像，其中展現了婚姻移民在婚姻決策、跨文化適應與權力關係協商上的主體性與能動性，以及婚姻中的個人成長。在就業創業經驗方面，以與每個服務個案培養出深厚的情感連結的王牌照服員及年營業額兩億的直播事業老闆的經驗為觀察，節目呈現了移民女性如何在不同職場領域，展現自己的人格魅力、成就與價值；並且建構職業/階級平等的論述。在公共評論與公民參與方面，透過回應「阮月嬌」廣告爭議，節目展開了對歧視、口音、「新住民補助」的迷思、「阮月嬌廣告」與歧視的關係等議題展開理性且溫和的討論與對話，為移人集體再現的實踐，凸顯《幸福北台灣》作為移人跨文化溝通及文化公民參與管道的作用。以上的發現揭示了移人從被動的「被再現者」到「自我再現」的主體過程中，其形象多元化轉變，也是移人媒體平權的具體實踐，為移人傳播研究提供不同的洞見。

Previous studies focusing on mainstream media representations of immigrants/ migrant workers have consistently shown that mainstream media primarily constructs the media image of (Southeast Asian) immigrants/migrant workers through frames of othering, negativity, and disadvantage. Such"being represented" results continuously deepen the disadvantaged situation of this group, creating a vicious cycle. This study aims to examine a different perspective from mainstream media by analyzing the radio program "Happy Northern Taiwan," where new immigrants interview fellow new immigrants. Through program content analysis, this research explores contemporary migrants' transnational marriage narratives, work and business experiences, and significantly, their collective viewpoints expressed through public critique - an important but often overlooked aspect that realizes contemporary migrants' collective representation and cultural citizenship participation. The research findings show that "Happy Northern Taiwan" presents diverse and positive images of contemporary migrants from an "us/we" perspective through first-hand accounts. First, regarding transnational marriage, four marriage narratives are analyzed: finding happiness after two failed marriages, evolving from "educational love" to mutual support and reciprocal commitment, the contrast between romantic love and marriage reality, and transformation in the face of extreme marital power inequality. These stories reveal rich and diverse marriage experiences, demonstrating marriage migrants' subjectivity and agency in marriage decisions, cross-cultural adaptation, power relation negotiations, and personal growth within marriage. In terms of work and business experiences, the program presents how immigrant women demonstrate their personal charm, achievements, and value in different professional fields, constructing narratives of occupational/class equality. This is observed through the experiences of an outstanding care worker who develops deep emotional connections with each client and a live-streaming business owner managing fifty employees. Regarding public critique and civic participation, the program responds to the"阮月嬌" advertisement controversy through rational and moderate discussions about discrimination, accents, myths about "new immigrant subsidies," and the relationship between the advertisement and discrimination. This demonstrates "Happy Northern Taiwan's" role as a channel for migrants' cross-cultural communication and cultural citizenship participation. These findings reveal the diversified transformation from passive "being represented" to "self-representation" of migrant subjects, it is also the specific practice of migrants’ media access rights, providing different insights for migrants communication research.
