社會企業與企業資金合作之研究

Abstract

社會企業是一種新型態的混合組織，用商業模式、創新模式來解決某一個社會或環境問題的組織，以達到社會公益與企業永續經營的目標。然而資金短缺或融資管道不足，常是其營運所面臨的最大問題。政府或民間企業的資源往往扮演重要的社會企業支持系統，協助社會企業家發展，而社會影響力投資兼顧財務收益及社會和環境正向影響，社會企業可為投資之標的。是以本研究目的為了解影響企業與社會企業資金合作因素？社會企業與企業資金合作模式及支持的因素為何？本研究採用質性研究方法，深度訪談目前或曾經有直接或間接上辦理資金投資、募資的社會企業及投資人，分為投資方及被投資方二個部分，以文獻探討歸納社會企業資金合作因素、合作模式及支持系統。研究結果發現企業做為一個營利體，與社會企業資金合作是依循CSR作法，若採投資做為資金合作的方式，公司型社會企業及社企型公司才能為投資對象。資金合作是一種手段，建立策略性的夥伴關係才是雙方投資的目的。支持系統需要一個友善環境，包括政府、社會企業、中介組織、投資者、社會大眾等信任機制、透明度、責信。本研究根據以上結論，從政策支持系統及社會企業責信兩個面向提出相關建議。

A social enterprise is a new type of hybrid organization that uses a business model and an innovative model to solve a social or environmental problem in order to achieve the goal of social welfare and sustainable business operations. However, lack of funds or insufficient financing channels are often the biggest problems faced by its operations. The resources of the government or private enterprises often play an important role in the support system of social enterprises, assisting the development of social entrepreneurs, while social impact investment takes into account financial returns and positive social and environmental impacts, and social enterprises can be the target of investment. Is the purpose of this research to understand the factors that affect the financial cooperation between enterprises and social enterprises? What are the modes and supporting factors of social enterprises and corporate capital cooperation?This research adopts qualitative research method, in-depth interviews with social enterprises and investors who currently or have directly or indirectly handled capital investment and fundraising, divided into two parts: investors and investees, and summarizes the funds of social enterprises based on literature. Cooperation factors, cooperation models and support systems.The results of the study found that as a profit-making body, enterprises and social enterprises should follow CSR practices in their financial cooperation. Financial cooperation is a means, and the establishment of strategic partnership is the purpose of both parties' investment. The support system needs a friendly environment, including trust mechanisms, transparency and accountability of the government, social enterprises, intermediary organizations, investors, and the general public. Based on the above conclusions, this study puts forward relevant suggestions from two aspects: policy support system and social enterprise responsibility letter.
