公立地方美術館的藝術展覽規劃:台東美術館案例研究

摘要
1990年代以後,台灣文化政策明顯由中央轉向對地方的重視,文化建設也由硬體轉向充實軟體為主,各地掀起一波彰顯地方文化的潮流,地方發展開始思索以文化為治理的核心來帶動發展。本研究選擇的個案─台東美術館,作為地方藝文設施,推動地方多元文化交流與活化地方藝術特色,也配合地方政策將美術館的經營轉向國際化的目標發展。2007年成立後,不僅為六都外第一座縣立美術館,更代表台東藝文環境邁向博物館化的重要里程碑。
當文化成為地方發展的主流,台東美術館身為地方的藝術領航者,以塑造地方性與開拓民眾的藝術視野為使命,目標在充實台東藝文資源,提升在地美學能量,也已累積超過十年的時間。本文透過文獻資料與專家訪談的方式進行研究,希望藉由美術館自成立來的發展歷程與藝文活動的規劃,來了解台東如何運用美術館來推動地方美學;進而探討台東美術館在發展的歷程中,如何運用地方特色並活化藝文活動形式達到提升地方發展之經驗。
透過藝文活動的規劃與辦理,台東美術館將藝術因地制宜的實踐與發揮,成為整合藝文能量的匯集中心,並串聯資源為地方達到加乘效應。台東在藝文發展這部分,不再如同以往總是依賴中央,也形成一個以美術館為中心的治理網絡。透過各面向資源的連結,辦理各項展覽或推廣教育的活動,並深耕南島文化作為具有地方意象的重點,延伸到國際舞台。雖然台東在藝文方面開發較遲,卻更能跳脫框架,結合在地優勢之應用,持續作為台東縣政發展的重要能量。未來也期望以台東的經驗,提供近年陸續成立的地方美術館做為參考借鏡。
Abstract After the 1990s, the focus of Taiwan’s cultural policy shifted from a national focus to being more local-centric. In addition, the building up of culture has shifted from focusing on building infrastructure to cultural artifacts. Every city emphasizes its own unique cultural contributions as the core of city governance. This particular case study is centered on the Taitung Art Museum (TAM). This museum has two distinct goals: first, to serve as a local art and cultural facility for the purpose of promoting local art and multicultural exchanges; and secondly, to broaden the scope of the museum to internationalization. After its establishment in 2007, the TAM is not only the first county art museum outside the six special municipalities, but it also represented an important milestone on progressing the art and culture milieu in Taitung. As culture becomes an integral part of the development of a city, the TAM is in the process of incorporating both key elements as part of its mission. This process of enriching citizens’ cultural awareness and appreciation with art has been on-going for over a decade. Through literature research and expert interviews, this paper hopes to understand and explore how the TAM has created art exhibitions and activities to promote the local development. Through the implementation of art and cultural activities, the museum has become the art center of the city and a hub of art and cultural resources. As a result, Taitung’s development in art no longer is dependent on the mandates from the national government; instead, it has developed a flexible network of partnerships as needed. Through the network, the museum does the following: puts on various exhibitions and promotes educational activities; deepen the connection to the culture of Austronesia; and cultivate the development to internationalization. Although Taitung’s development has lagged behind other cities in Taiwan, this has served as an advantage to break away from traditional limitations. As a result, the city has been able to develop in accordance to its own local distinctive style and personality and utilization of the geographic features and continue to be an important catalyst of change for the development of Taitung. As many cities in Taiwan are now constructing their own art museums, it is the hope that this research of the Taitung Art Museum’s experience will serve as a beneficial reference and guide.
