Abstract

氣候變遷是當今全球面臨的最嚴峻挑戰之一,政治人物的言論和態度對於制定有效的氣候政策至關重要,不僅影響民眾對於氣候變遷的信念與行動,也會左右相關政策、立法、教育環境以及研究資金的分配。儘管臺灣公眾對氣候變遷的風險感知度普遍較高,針對政治人物在氣候議題上的言論分析卻仍相對稀缺。本研究採用語料庫輔助論述分析(CADS)方法,針對2022年三位臺北市長候選人的公開演說進行分析,揭示其在氣候變遷議題上的言論特徵與策略。研究結果顯示,候選人對氣候變遷具有高度共識,展現出重視與積極治理的態度,並以2050淨零排放作為共同目標,以「我們」為核心詞彙營造集體行動的氛圍。在溝通策略上,雖然三位候選人各有側重,但普遍缺乏對科學資料的引用,未能充分重視教育的角色與科學的不確定性,並迴避了具爭議性的能源議題。
Climate change is one of the most pressing global challenges of our time. The discourse and attitudes of political figures play a crucial role in shaping effective climate policies, influencing public beliefs and actions on climate change, as well as affecting policy development, legislation, education, and research funding allocation. Although public awareness of climate change risks is relatively high in Taiwan, systematic analyses of political discourse on climate issues remain scarce. This study employs a Corpus-Assisted Discourse Studies (CADS) approach to analyze the public speeches of three Taipei mayoral candidates in 2022, uncovering their discursive characteristics and strategies on climate change. The findings reveal a high level of consensus among the candidates, who demonstrate strong commitment and proactive attitudes toward addressing climate change, with a shared goal of achieving net-zero emissions by 2050. The candidates frequently use the pronoun “we” to foster a sense of collective action. However, while each candidate emphasizes different aspects of the issue, they generally lack references to scientific data, overlook the role of education and scientific uncertainty, and avoid addressing contentious energy topics.
