臺北市國民中學補救教學到校諮詢輔導推動困境與因應策略

Abstract
本研究旨在探討臺北市國民中學辦理補救教學實施方案之到校諮詢輔導支持系統推動困境與因應策略;主要研究目的為探討臺北市國民中學推動補救教學上之挑戰困境及因應策略,進一步了解臺北市推動「到校諮詢輔導支持系統」運作與學校補救教學實施成效之關係。
本研究採用訪談及問卷調查研究方法,針對臺北市國中端到校諮詢輔導委員及臺北市公立國民中學受諮詢輔導學校,進行資料蒐集與分析,了解到校諮詢運作情形與實施成效,歸納研究發現,本研究獲致結論如下:
一、臺北市國中端在辦理補救教學行政上的挑戰主要有(1)缺乏行政支持網絡;(2)承辦人員職務異動頻繁;(3)補救教學教師研習內容理論與實際應用有落差;(4)學校對補救教學教師之督導機制較缺乏,影響補救教學成效。
二、對於學校辦理補救教學挑戰困境有如下策略(1)持續辦理到校諮詢輔導提供學校相關建議及協助;(2)建置補救教學網站可即時與學校互動、解決問題。
三、臺北市國民中學到校諮詢輔導實施現況:(1)受諮詢輔導之國民中學對臺北市到校諮詢輔導策略推動持正面評價;(2)到校諮詢輔導提供學校建議及實際經驗分享互動過程良好;(3)到校諮詢輔導委員提供建議之實用性因校而異。
四、臺北市補救教學到校諮詢支持系統運作與學校補救教學推動成效之關係發現(1)到校諮詢輔導有助於提升學校對補救教學的重視程度;(2)到校諮詢輔導的推動有助於提升學校在補救教學宣導落實的程度;(3)積極加強行政網絡支持以強化補救教學推動成效。
This study aims to explore the difficulties and strategies for the in-school counselling supportive systems of remedial instruction in junior high schools in Taipei; the main purpose is for discussing the challenges and advanced model strategies, further clarifying the relationship between the operation of “In-school Counselling Supportive Systems” and the effects of remedial instruction in Taipei. This research methods are based on the interviews and questionnaires, mainly targeting in-school consultants in the junior high schools in Taipei as well as the public junior high schools in Taipei which accept counselling. After collecting and analyzing the data, understanding the implementation and effects of in-school consultation. Research findings are include listed as follows: 1. The challenges of implemeting remedial instruction in schools.(1)Shortage of administrative supportive network;(2)High turnover rate of staff;(3)The gap exists between what remedial instructors learn and the practical situations;(4)Deficiency of the supervising system for remedial instructors at campuses. 2.The strategies for coping with the challenges are suggested as follows: (1)Continuously offering the relevant advices and assistance for in-school consultation;(2)Setting up the remedial instructional website for helping schools solve the problem immediately. 3.In terms of the current results of “In-school Counselling Supportive Systems” in the junior high schools in Taipei can be sorted into three parts:(1)The counselled junior high schools which accepted counseling have the positive perspectives towards the promotion of in-school counselling strategies in Taipei;(2)The interaction of advising and sharing the practical cases between the councilors and schools goes well and smoothly;(3)The practice of in-school councilors advices varies between different schools. 4. The overall effects of In-School counselling supportive system include three aspects:(1)The In-school Counselling Policy increases the consideration for remedial instruction in schools;(2)The implement of In-school Counselling Policy benefits the enhancement of promotion and practice of the remedial instruction in junior high schools;(3)Positively strengthening the support of administrative network in order to boost the effects on promoting the remedial instruction.
