以故事地圖製作流域環境情報地圖之可行性評估─以淡水河為例

Abstract
日本自2005年左右開始推動河川環境情報地圖,透過紙圖呈現河川流域周邊的生物群集分布概況,並納入河川設施資訊,期望能作為推動河川自然化方針與相關對策制定之參考依據;而水利署亦於2020年起推動流域環境情報地圖製作,並擴大地圖之範籌,在日本的案例基礎上,更納入流域地理環境概況、河川相關工程、管理作為之對策、更多元的生態棲地資訊、防汛資源與風險潛勢、水文化之相關資訊等;並與流域調適計畫扣合,導入公私協力機制,使未來河川的發展規劃能參考更多元的意見。而隨著資訊科技的進步、情報資訊的擴大與類型的多元化,採用紙圖的方式已難以滿足未來的需求,因此本研究嘗試在現有的流域環境情報地圖架構下,透過故事地圖(Story Map)的模式,建立Web版淡水河流域環境情報地圖;其優點是透過分項的介面與地圖的整合,提供一個具有高度互操作性、多元化功能以及情報瀏覽、查詢與協作的地圖平台;而本研究於平台開發完成後,邀集專家委員進行地圖使用性評估,以及開放式之調查與訪談,了解相關建議與不足之處;在成果內容上,本研究以故事地圖所建立的Web版情報地圖可滿足使用者對於情報地圖平台化的期望,且各項功能與介面亦能滿足使用需求,對於未來推動並建立各河川的流域環境情報地圖平台可作為範例參考。
Japan has been promoting the Basin Environmental Information Map since 2005, and using paper map to display the distribution of biological and infrastructure, through the map in order to as a reference for promoting river naturalization policies and formulating related strategies. The WRA start to develop for Watershed Information Map and expand its content. Building upon the Japanese case, it incorporates on the geographical environment of the watershed, river- engineering and management, flood control resources and risk potential, diverse ecological habitat and Water Heritage. It will combine the Adaptations Plan of River Basin and public-private collaboration to allow for future river development planning to consider a more diverse range of opinionsWith the advancement of information technology and the expansion and diversification of information sources, the use of paper maps has become insufficient to meet future demands. Therefore, this study using Story Map template to establish a web-based Tamsui River Basin Environmental Information Map within the existing framework. The system utilizes a categorized interface and information integration technology to provide a highly interoperable, versatile mapping platform with features for information browsing, querying, and collaboration. After the completion of platform, expert members were invited to conduct usability evaluations of the map. Additionally, open-ended surveys and interviews were conducted to gather feedback and insights on relevant suggestions and areas for improvement.For The Result, The Story Map-based Watershed Information Map can meet users' expectations for platform-based Watershed Information Map The various functionalities and interfaces also meet user requirements. It can serve as an exemplary reference for future initiatives to promote and establish Watershed Information Map platforms for various rivers.
