文教基金會執行長(CEO)職能之研究

Abstract

本研究目的在於探討文教基金會執行長的職能內涵與具備程度,透過文獻分析、專家訪談與問卷調查等步驟,並進行信度分析、重要性分析、落差分析、單因子變異數分析、t檢定、配合薛費法與LSD法進行事後比較,歸納出文教基金會執行長所需具備的職能內涵項目及具備程度,以供文教基金會進行培訓執行長之參考。 本研究結論為:(1)文教基金會執行長所需具備的職能構面包含:知識構面,內含5項職能項目;能力構面,內含19項職能項目;特質與態度構面,內涵15項職能項目。(2)在職能具備程度的部分,大多職能皆達到良好的水準,其中能力構面的「募款能力」僅有一般水準。(3)職能重要程度與具備程度落差最大的前五名分別為:募款能力、策略規劃能力、行銷能力、瞭解基金會法律相關知識以及創新能力。(4)「學歷」會影響文教基金會執行長對於能力構面職能的重要性程度看法,及其能力構面職能的具備程度。
The main purpose of this study was to discuss competency and required conditions by CEO of Cultural& Educational Foundation. Step by step from analyzing literatures, interviewing with experts, doing survey by questionnaire. The statistical methods used to analyze the data were Cronbach’s alpha reliability analysis, importatce analysis,descriptive statistics, divergence analysis, One way ANOVA, Scheffe method, LSD method.Of which the study concludes the competency required conditions of CEO then provides Cultural & Educational Foundation a reference to train and cultivate the CEO. The conclusion of this study were : 1.Required conditions of competency by CEO of Cultural& Educational Foundation were (1) knowledge”-including five major competencies. (2) “Ability”-including nineteen major competencies. (3) “Features and Attitude”-including fifteen major competencies. 2.Most of all competencies can reach to good level standard. However, in “Ability” this section, “fundraising ability” is only in averaged standard. 3.Dropping variance biggest first five respectively between importance degree and possess degree were fundraising ability, stragetic planning ability, marketing ability, the law knowledge of foundation, creativity 4.“ Study Background” is a factor not only to affect CEO’sview, thinking but also affect required condition degrees of “ability”
