Abstract

本研究以台9線花蓮地區的光復至富里鄉路段為範圍,探討拓寬計畫中的公路景觀空間如何在制度治理、專業知識與地方參與共同建構。公路景觀不僅是交通建設中的美化點綴,而是空間治理脈絡與社會價值變遷的具體展現。在台灣長期以工程效率、經濟效益為主的公共建設中,創新的景觀政策如何推行與面對挑戰,是本研究所關注的核心問題。研究採用亨利.列斐伏爾的空間生產理論與Brigstocke等人所提出的新型態權威模式為理論框架,建構以權威作為空間生產動能的分析架構,並以檔案分析法為主,蒐集政府公文書、會議紀錄等資料,輔以關鍵參與者的訪談釐清權威運作模式。研究發現政府計畫中的多元權威模式不斷型塑公路景觀的空間生產,且新型態權威中更能細分為政府機關、規劃設計師與專家學者的專家權威關係,其互動轉變與台灣景觀議題的變遷相呼應。建議未來可將此理論框架擴及其他公路景觀場域,驗證新型態權威的普遍性,並持續追蹤台9線光路至富里路段的後續變化以補足時間性的限制,深化對公共建設中景觀政策治理的理解。
This study investigates the landscape of a highway along the section of Provincial Highway No. 9 between Guangfu and Fuli Section in Hualien, Taiwan. It explores how such space is produced through institutional governance, professional expertise, and local participation. Rather than being a decoration of transportation infrastructure, highway landscape design reflects the deeper structures of spatial governance and the values of society. In Taiwan’s longstanding context of infrastructure development—typically dominated by engineering efficiency and economic priorities—this research focuses on how innovative landscape policies emerge and contend with institutional challenges. The theoretical framework draws on Henri Lefebvre’s theory of the production of space and the new forms of authority typology proposed by Brigstocke et al., developing an analytical model that treats authority as an active force shaping spatial outcomes. The study primarily employs document analysis, examining official government documents, meeting records, and design files, while also incorporating interviews with key stakeholders to clarify how different authority types operate in practice. The finding shows that highway landscape space is continually shaped by competing and overlapping authority structures. Among the new forms of authority, the category of expert authority can be further divided into planners, public officials, and academic consultants, each playing distinct roles in the negotiation of spatial meaning. These dynamics reflect broader shifts in Taiwan’s landscape governance discourse. The study concludes by suggesting that this framework be applied to other highway landscape contexts, and that future research continue to track the Guangfu–Fuli section to address temporal limitations and better understand how authority transforms in public infrastructure landscape governance.
